Again, though: it’s totally clear that you could just modify a Perdurable Rule with a normal quorum on this proposal, right? The prohibition on how they can be modified doesn’t kick in until this dynasty ends, at which point the next emperor could quickly wipe this rule!

I guess it depends on what you think the objective of this dynasty is. Is it to treat Brendan’s ruleset takeover as a fun puzzle, to be resisted and unpicked? Or is it to treat Brendan’s ruleset takeover as a fun constraint, to craft a ‘conventional’ victory within? If the former then eschewing a tool because it’s ‘too obvious’ seems contrary - and for the record, Kevan, I think this approach might only have been ‘obvious’ to you and me; Brendan missed it and no-one raised it in the discord while discussing this issue…

I’m seeing it as a puzzle that once it’s been fully unpicked will create a power vacuum, and one where Team Mortal will have a “defeating the Dark One” narrative on their side, so I’m not in that much of a rush to cut the knot.

Ah; I’m not really experiencing it as a narrative arc, which may explain the difference in approach.

I just view the goal right now as “abolish the remnants of the dictatorship”. (If it was something more benign, like a “Brendan was here” note, then I’d be all for keeping it, though.)
