Add the following right before the start of rule 3.1 Typographic Conventions:

*All integers, unless stated otherwise by a rule, are in base 10.

for The passing of this will not have any effect on the passing of the CfJ because the timer is now in base 10 due to the Commander’s decree even though it is still 1.
