In the rule Levels of Reality, change “Whenever a Mindjacker Ascends their Level increases by 1, and when they Descend their Level decreases by 1” to:
Ascending is an Existential Action that entails increasing the actor’s Level by 1; Descending entails descreasing the actor’s Level by 1. A Mindjacker may only Ascend or Descend when permitted by other clauses in the Ruleset.
In the rule Memes change “may Ascend to that Tier, as if they met the Ascension Criteria of every intervening Tier” to:
may set their Level to the same number as the Tier of that Meme
If any Mindjacker has Ascended in a way that was not compliant with the wording of the ruleset following the enactment of the above clauses in this proposal between the time when it was posted and the time when it was enacted, revert that Ascension and any Tier Actions taken by that Mindjacker that relied upon the higher Level being true.
I’ll leave the question of whether to acknowledge Bucky’s and JonathanDark’s gamestate as valid as an exercise to the current players.

For the third time this dynasty, this actually breaks as much as it solves, I expect it to pass anyway over my protest so I’m not disclosing the scam, and I expect Josh to be unhappy when I actually perform it.

Is this supposed to also define Descending as an Existential Action? Because it currently doesn’t.
