Add a subrule named “Resource Ranges” the rule “Resources”:

A resource range follows the format “X-Y A”, where X and Y are numbers with X lower than Y, and A is the first letter of a resource.

When a resource range is resolved, the result is number of resources, with the resource matching the letter of the resource range and the number being randomly selected from between X and Y inclusive.

Create a rule named “Projects”:

Projects are tracked as a list in a subrule of this rule named “Project List”.

A Project has:
* a name (which is a string)
* a status (which is either dreamed, posted, contracted, or finished, and defaults to dreamed)
* an estimation (a list of resource ranges)

If a rule named “City Sites” exists, add to the list of attributes a project has:

*a location (which is a site)

I think it’s better to keep this kind of thing within the ruleset, if it’s short. (When I looked in on the previous dynasty towards the end, I missed the fact that a victory condition had been enacted, as it was only mentioned on a separate wiki page.)

There is a long-standing belief that using wiki-pages other than the rule-set reduces player interaction. I don’t know if I subscribe to it, but my first dynasty ended up with a massive list of cards embedded in the rule-set, and the rule-set handled it just fine.

There are cases where this becomes cumbersome, but I don’t think projects will be enormously interactive.
