The Great Eccentric may, if asked, tell any or all Contractors whether it has been more than 24 hours since the last Bid on a particular Project, and whether more than one Bid has been made on it.
Looks like we’re stuck in an unhelpful situation where frantic counter-bidding on a project is indistinguishable from player inactivity or Imperial inattention. Not being able to tell whether game activity is happening isn’t good for the dynasty.
The Great Eccentric has been wisely cautious about not giving away information they shouldn’t, so far, so this clause explicitly allows them to confirm what’s happening with a Secret Bid, if asked.
