Change:

A Contractor with at least 5 Engineering may spend 2 Transportation to change their Site to any Site.

To:

A site which is the location of a completed project with “space elevator” or “orbital ring” in its name is said to have a port

A Contractor may spend 2 Transportation to change their Site to Space. A contractor whose site has a port may spend 1 Transportation to change their site to space

A Contractor with a site of Space may spend 1 Transportation to change their Site to any Site. A Contractor with a site of Space may spend 0 Transportation to change their Site to a site that has a port

Add to the rule “Projects”:

When a project with “Orbital Ring” in its name is completed, if the name of a site is in its name, change its location to that site.

Change the name of the “orbital ring” project to “Orbital Ring of Earth”
