In the rule “Organisms”, add a subrule named “Evolution” with the following text:

Each Organism has a publicly tracked number named “Stage” which defaults to 1.

In the rule “Codons”, add the Codon CGA to the table with the Effect of “Randomly select an Organism, then add 1 to its Stage if it is legal to do so”.

If the proposal “For ease of reference” was enacted, add the following text to the subrule “Evolution”:

If an Organism’s Stage is at least 3, a dynastic action may not increase that Organism’s Stage unless that Organism’s Codon can be found in the Genome at the time the dynastic action is performed.
