Add a new rule, “IE Victory”:
A CIC who, at the end of a Tick, has more IE than all other CICs is that Tick’s Superpower. If a CIC is the Superpower of three consecutive ticks, they have achieved victory. Ticks 16 and earlier do not have any Superpower.
One more victory proposal for the mix!
I mean that I could argue that right now I have “more IE than any other CIC” if the “any other CIC” I choose for the comparison is Maldor. It would be less ambiguous as “every”.

BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
