Proposal: venn diagrams [Core]

After the first sentence of Votable Matters, add the following text:

A Voter is either a Contractor or the Great Eccentric.

change all instances of “any Contractor or the Great Eccentric” to

any Voter

a good suggestion from derrick. this issue didn’t come up before the Special Case rule “Dynastic Distance” existed semi-permanently in the ruleset. Before that the Emperor would need to vote a version of that rule through and would presumably pay closer attention to the proposals to make sure they were included if necessary.

Votable Matters doesn’t seem that good a place for this: it sounds (particularly to a new reader) like it’s setting up the word “Voter” to mean “someone who Votes or who is able to Vote”, but it doesn’t quite mean that, and the core rules never use the word again.

The best place to put this rule is probably the dynastic distance rule. I’d vote for provisionally, but this would change the core rules, so I’m more cautious.

derrick, I don’t think that’s the best place. Its probably better suited in the same rule where idle players and the great eccentric are defined.

In a dynasty where the Dynastic Distance rule was inactive, though, we’d never need to use the term “Voter”. I think it makes sense to confine it to the Distance rule.
