Proposal: A deceptively simple proposal that helps me get closer to victory in a subtle way

Randomly select 10 distinct Unpowered Floors and set them to Powered.

Give the Citizen Raven1207 a Smoke Grenade.

Advance Time.

“No more than 20 floors may be Powered at any time…” This would make 23 floors powered, before advancing time.

I don’t know if we’ll come out with 20 floors powered, 13 floors, or get it all reset to some default value.

I recommend striking that sentence from the rules, first. It’s the same problem we had with Katelyn’s moving to copbot locations. It’s a redundant sentence that is problematic out of context.

I would argue that 23 floors aren’t ever actually powered at once because the action of powering more than 23 floors must also, in the same breath, unpower 8 floors.

If it’s going to be an issue I will CfJ to change the “may” to a “should” and that should solve it.

I think we’re into another “X is impossible. If X happens…” situation with the 23 floors. The second sentence of “No more than 20 floors may be Powered at any time. If at any time a citizen causes more than 20 floors…” is never relevant, because the first sentence stops it from happening.

I’d say we were just handing out one Smoke Grenade and Advancing Time, here.

If the CFJ doesn’t pass first then apparently Raven gets a smoke grenade and time advances because it’s not possible to power 10 more floors when 13 are already powered. I could have included a provision in Power Struggle to cover the case where this gets enacted before it does, but I didn’t, so que sera sera.
