Yes: the Dormancy rule kicks in when the game drops down to four players rather than five, and was also switched off for this dynasty.

There was some discussion a while ago of counting players differently for Dormancy - if we’d gone with “players who have made a proposal or taken a game action in the last week” we’d currently be at just two, including the Emperor - but that was never actually proposed.
