I missed scamming this because I sent directions early, before the extra institutions were created.

I think they did take advantage of it, and I seem to recall that the original author of the powered/unpowered rule was aware of this as well. In any case I don’t see this as a problem.

I scammed it by directing a Credit to the Reactor, but this may have predated the Reactor’s existence in the ruleset (it looks like ExpressionEngine doesn’t save outbound messages, so I can’t check).

[Patrick] If anyone took advantage of it and had their attempt honoured, they’d have 16 Credits instead of 15. No player has more than 15.

Because rewarding players for submitting unresolvable bids is ridiculous.
