I don’t think this is a catch-up mechanism. It either means if there are three or more occupied Stops behind you you can keep moving (which lets everyone visit as many Stops as they want to each turn), or that “if there exist one or two Stops” is still true if there are three or four or any number of Stops (which means this proposal doesn’t change anything).

Withdrawn. What I’m trying to do here is allow players to continue moving if there’s one player who isn’t moving but is forcing everyone else to wait for one other turn every 48 hours. Wording suggestions welcome.

That makes sense as a concern, but in practice it’s usually around a third of players who fail to take any game actions, rather than just one.

I’d go for moving presently-inactive players back to the Dark One’s House, where they already aren’t counted for Waiting, and having new players spawn there - with an additional rule that anyone at the House has jump to at least the back player, as their first move.
