Does this proposal actually do anything?

Uh…no, actually.  It declares a desire, but that’s it. 

Isn’t there a rule that makes proposals that do nothing fail immediately?  I can’t find it ATM, but I remember it.

It changes his name to 90000.

It says that he wants to change his name to 90000.
H2G2: There’s a rule that allows CFJs that do nothing to be immediately failed.

But it says, “I’d like to change…,” not the standard, imperative command, “Change….” 

If I say “I’d like to rule the world,” and everyone agrees that that ought to be permitted, that doesn’t mean that I rule the world, does it?

Seems fine for being a post that “describes those changes” he wants made to the gamestate, per Rule 1.3.
