If the proposal titled “What’s that, Skippy?” doesn’t pass, ignore this proposal.
Add the following to the rule about the Communicant:
Whenever an Infected’s Mutation becomes becomes higher than that of any other Infected, that Infected becomes the new Communicant.

It just does nothing, I think.
