Replace “A contractor may make a bid on a project with a status of “Secret” by sending a private message to the Great Eccentric stating the name of the project and an amount.” with:-

A contractor may make a bid on a project with a status of “Secret” by sending a private message to the Great Eccentric stating the name of the project and an amount, so long as they have not already made a bid on that project.

Looks like it’s possible to stall any secret project auction forever by making a new bid on it every day. (The bid auction for Atlantic Arcology has been running for over two weeks now.)

There isn’t much reason to allow players to be making multiple bids at all, here.

Though I think the reason the Arcology Project hasn’t been awarded is because less than two Contractors have bid on it.
