Remove “or other gamestate document” from the definition of Quorum in the glossary.

I’m voting against this on the principle that CfJs shouldn’t be used as a way of circumventing the prohibition on proposing during haitus.

I’d vote FOR it if it were a proposal, put forward after the DoV has resolved.

A better patch, which would honor the original intent of the rule text, would be to define “Gamestate document” as “a page on the Wiki that the Ruleset expressly designates to be a Gamestate document”.
