The “Market Values” proposal and “Worth of Substances” rule require me to track Minimum and Maximum values. However, they don’t explicitly authorize me to choose those values in the first place.
I have assumed this means they aren’t Gamestate, and I can therefore change them as I wish. This may be incorrect.
Therefore:
The Traffic Warden shall, as soon as is practical after this CfJ passes, set minimum and maximum values for each Substance that requires them. The chosen values must be consistent with the values already revealed on the Market Values page.

Add a new Dynastic Rule to the Ruleset. Call it “Deflecting” and give it the following text:
As a Knock-On Action, a Shuttle can Deflect another Shuttle in the same orbit. They decrease the other Shuttle’s Orbit Number by 1 and increase their own Orbit Number by 1. They may then take a bonus Knock-On Action. If they do, they must skip any further Knock-On Actions that the bonus Knock-On Action would permit.
In the rule “Navigation” remove the text
Orbits with the same Moon are equivalent modulo the Moon’s Orbital Size; that is, if an Orbit would have an Orbit Number larger than its Moon’s Orbital Size, instead divide its Orbit Number by the Orbital Size and set the Orbital Number to the remainder, or to the Orbital Size if the remainder is 0.
Then add the following text to the end of the rule:
Orbits with the same Moon are equivalent modulo the Moon’s Orbital Size; that is, if an Orbit would have an Orbit Number larger than its Moon’s Orbital Size or less than 1, instead divide its Orbit Number by the Orbital Size and set the Orbital Number to the remainder, or to the Orbital Size if the remainder is 0.

A Shuttle may only do this if the last trade they made was not at the same trading post.
Note that if inter-moon travel retains your Orbit Number then this fix becomes useless. Also, this fix removes the ability to trade multiple Substances at one trading post (before you would just do many trades but not anymore).

Am starting to feel the burr of the grindstone here - it’s an incentive to make proposals as mild and inoffensive as possible, because controversial proposals cost the proposer 2 Fuel when they fail.
Shields Up
Ugh, we just had a spam blog entry (“Hey Friends, Now, You can find any new video/mp3 at [...] and simply download in just single click.”), which I’ve deleted. While banning the freshly created account I realised that we’ve had one thousand new EE accounts created and lurking since the ExpressionEngine upgrade - they’ve been arriving from the 3rd of November onwards, at a rate of hundreds per day. I’ve gone ahead and disabled new member registration temporarily, in case that spambot had returned the good news to its masters and an army had been mobilised. (If any humans are reading this and want to join the game, just contact an admin through other channels and we’ll sort something out.)
Prior to the EE upgrade we weren’t getting any spammers - I don’t know if that was security through obscurity, or if things were set up differently. Our current setup uses what seems to be a default captcha, which I assume has been cracked. I’ll take a look at replacing it with reCAPTCHA later today, unless any better suggestions are made in comments.

This gives the pile sitting on the starting point a reason to leave rather than continuously stockpiling fuel. Shuttles with full tanks can still get additional fuel from proposal bonuses.
The reason for the Traffic Warden exception is to compensate new players for all the refuels they’ve missed out on, not just the first five.

An Orbital Dockyard is a type of Structure. If a Shuttle’s Orbit contains an Orbital Dockyard, that Shuttle may spend 1 tonne of any Substance to replace one of their own XDICEY Thrusters with an ADICEB Thruster, where “A” and “B” are positive integers whose sum is equal to “X” plus “Y”.
After “and a maximum value of at most 12.” in rule “Local Maneuvring”, add:-
A DICEX Thruster may also be considered to be a 1DICEX Thruster.
Select a random Orbit on Ganymede that contains no Structures, and a random Orbit on Europa that contains no Structures, and add an Orbital Dockyard to each of those Orbits.

If “Orbit Contents” is a rule:
Add a new rule titled “Worth of Substances”:
Each Substance has a Minimum Worth between 1 and 10 and a Maximum Worth between the Minimum Worth and 30; these are tracked privately by the Traffic Warden. Each substance also has a Market Value, which is different for each Moon. Market Value is tracked in the subsection of the “Market Values” wiki page corresponding to that Orbit’s Moon.
The Market Values wiki page is considered gamestate and may only be modified in ways allowed by the rules.
If there is a Moon without a section on the Market Values page, any Shuttle may add an empty section to it for that Moon. For each section of the Market Values page, for any Substance S not mentioned within that section excluding Iron, any player may add the text “One S is worth: - Iron” to that subsection. That text shall be referred to as the “Sentence of Value” for that Substance.
As a weekly action, for each Substance and each Moon, the Traffic Warden should privately choose a random number between that Substance’s Minimum Worth and Maximum Worth, inclusive, to be that Substance’s Market Value for that Moon. The Traffic Warden shall then change the numeral (or hyphen) within the Sentence of Value to reflect the current Market Value.
The Substances are:
• Sulfur
• Ice
• Iron
Add a new rule titled “Trading Posts”:
A Trading Post is a type of Structure. If a Shuttle’s Orbit contains a Trading Post, that Shuttle may, as a daily action, exchange any amount of one Substance for an amount of another Substance that is of equal worth. An amount of Substance’s total worth is calculated as its Market Value in that Orbit times the quantity of Substance.
Blank the Market Values wiki page, then add “Io”, “Europa”, “Ganymede”, and “Callisto” sections to it. Add Sentences of Value for each Substance within each section.
Add a Trading Post to each Orbit with an Orbit Number of 5.
Hum…here’s my second attempt at some kind of trading mechanism. I still kind of want some inter-shuttle trading later, but I figure we should get trading going on on the ground before we require interaction.

The Traffic Warden may fail Vetoed proposals that aren’t the oldest pending proposal. The Traffic Warden should do so if and only if the proposal was vetoed because it did not fit with his plans for the dynasty.
Proposal rewards + shepherding vetoes => particularly active Shuttles have an incentive to avoid spending proposal slots on proposals that push the boundaries. I want to lessen this incentive.
The fast veto is dynastic this time because the proposal rewards probably won’t survive into the next dynasty.

Blank the Orbit Contents wiki page, then add “Io”, “Europa”, “Ganymede”, “Callisto” and “Other” sections to it. Then add a subsection for each Orbit to the appropriate section.
In the rule “Shipping”, replace the text “If the Orbit Number of a Shuttle’s Orbit is 1,” with “Space Elevators are a type of Structure. If a Shuttle’s Orbit contains a Space Elevator,”
Add a Space Elevator to every Orbit with an Orbit Number of 1.

Add 21 Sulfur to the Bay of MC Keitalia.

MC Keitalia was a hauler from the early years of the Jovian colony. Her greedy captain loaded her with as much cargo as she could carry and bought exactly as much fuel as he needed to reach Callisto. As soon as she got up to speed, she found her exit vector blocked by the solar sail of an incoming colony ship. She burnt all her remaining fuel in a collision-avoidance maneuver and was stranded in Ganymede orbit.
The loss of MC Keitalia led the Jovian Authority to commission our modern orbital fuel-delivery service.
Proposal: Kessler Syndrome

In the rule “Derelicts”, replace the sentence beginning “Any Shuttle with the same Orbit as a Derelict” with:
Any Shuttle with the same Orbit as a Derelict may, as a Knock-On Action, cause that Derelict to take a GNDT action.
Changing the “take an action any time between two manoeuvres” mechanic to “take an action immediately after a manoeuvre”, given that we aren’t keeping visible track of whether players have taken that action or not.
(“Once-an-Orbit” seems like an unintuitive name for these actions because a player could easily perform many Once-an-Orbit actions during a single “Orbit” of a moon, if the metaphor for Orbit Numbers is that going from 1 to 20 and back to 1 will take you around Ganymede once.)

One tonne of Ice is worth two tonnes of Iron.
One tonne of Iron is worth three tonnes of Sulfur.
One tonne of Ice is worth five tonnes of Sulfur.If a Substance’s worth is not enumerated, then a Trade involving that Substance cannot be made.
Consent is not necessary because it would make dealing with sleeping players difficult.

As a special exception, DICE4 and 2DICE2 Thrusters are not considered Overcharged in Io Orbits.
A Shuttle may spend 1 Fuel to Maneuver. They roll the dice for each of their non-Overcharged Thrusters that they have not used to change Orbits in the last 20 hours. If there are no such Thrusters, they cannot Maneuver. They then select the result of one roll and increase their Orbit Number by that amount.
Then, if there is a rule “Local Maneuvering”, Give each Shuttle a single DICE4 Thruster as its Engine.
The author of this proposal gains no Fuel for its enactment.

Each Shuttle has a Bay, which may contain zero or more tonnes of each Substance which a rule allows to be added to a Shuttle Bay. A Shuttle’s Bay contents are tracked in the “Bay” column of the GNDT, in a suggested format of “1 Sulphur, 2 Ice”. Shuttles default to having an empty Bay.
If the Orbit Number of a Shuttle’s Orbit is 1, it may spend 1 Fuel to take the following action corresponding to its Orbit’s Moon:-
- Io: Mine Sulphur, the Shuttle adding 1 tonne of Sulphur to its Bay.
- Europa: Mine Ice, the Shuttle adding 1 tonne of Ice to its Bay.

Just please be aware that Callisto orbit is off-limits to unauthorized vessels and that it’s considered rude to use your anti-meteoroid devices to nudge other spacecraft.

So I was working on the database to fix Unicode handling. I didn’t succeed, and realized that what I was doing wasn’t what I wanted to be doing. So I reverted the DB. There’s a 20–40 minute span tonight where if you commented, it may have disappeared. I have a backup of most of that span and will try to check to see if anything was in fact lost.

Allowing the otherwise-lead scorer with the ball to win if a Proxy has a higher or equal score. Proxies can still achieve victory, but can’t declare it or stop others from achieving it.

If a Player Kicks the Ball to a Player that is not in the same Position or an Adjacent Position to the kicking Player, then the Ball becomes Out of Play
to
If a Player attempts to Kick the Ball to a Player that is not in the same Position or an Adjacent Position to the kicking Player, then the Ball instead becomes Out of Play
This affects the deadline endgame; as the rule is now, an offside pass to the lead player would arguably cause them to momentarily achieve victory before the ball left play.

Old wiki available for a limited time
For those of you not following along with the Maintenance post from a few days ago, the old wiki is now living on a different server:
You can now log in there and port over anything you like that didn’t make the import. I’ll leave it running until at least January 1, and possibly longer, depending on what I decide to do with that server after my initial two months run out.

If the Ball is held by a player with the position Defense or Goalkeeper, all Players with the Positions Defense or Goalkeeper shall change their Position to become Offence or Midfield, and all Players with the Positions Offence or Midfield shall change their positions to become Defense. One random player with the position Defense shall change their Position to become Goalkeeper.

Maintenance phase I complete
Well, that was among the worst things I’ve ever done on a computer, but six and a half hours later, it’s done. There’s a new wiki at http://wiki.blognomic.com/, and the blog is now running the latest version of ExpressionEngine on PHP 5.4.
Things should be about like normal on the blog, although the editing interface has changed and we’ve lost some of our canned text snippets. I might try to get those back later this week.
The Wiki will probably require some work. I haven’t gotten the images out of the old one yet; I hope to be able to do it this week. The old wiki is broken now, but I can still run it on my local machine or look at the raw database, so we should be okay. I created wiki accounts for those few active players that had preexisting ones on the old wiki. I made Kevan an admin, but Bucky, I didn’t make you one yet, because the email address you had on file made me hesitate. If you’ll post here acknowledging that you got the creation email and have control of that account, I’ll promote you.
Do post here or email me (.(JavaScript must be enabled to view this email address)) with any weirdnesses that need fixing, and I’ll get to them ASAP.
