In the rule “Rumours”, replace “A Prisoner is a Fish if no other Prisoner has a lower Sentence than them.” with:-
A Prisoner is a Fish if no non-Injured Prisoner has a lower Sentence than them.
An alternative to Thrawn’s Showdown: non-Injured Prisoners are ignored when determining Fish. (So if there are two Prisoners left standing, each has to force a Riot without raising their personal Sentence too high, to win.)
Word in the yard is that Purplebeard and Aname have been saving crumbs from the canteen to feed sparrows on the ledges outside of their cell windows. Perhaps for some sinister purpose.
Purplebeard, the Suspect, and his accomplice Aname are finally ready to begin their bloody business after complaining of being overworked.
Now it should be legal!

Add to the rule “Shivving”
If there are exactly two prisoners who are not Injured, as a weekly action a Prisoner who is not Injured may Walk the Yard for another Prisoner as if that Prisoner had done so themself.
I’m worried about the possibility of a stalemate, where two prisoners are uninjured and neither is able to convince the other to Cooperate on an escape, and one isn’t the Fish

If the last paragraph of the rule “Attitudes” contains either of the phrases “rendered themselves idle” or “Prison is in Lockdown”, repeal that paragraph.
Create a new rule, “Getting To Know Us”:
Whenever a Prisoner joins or unidles, that Prisoner may not perform daily or weekly actions defined in a dynastic rule for 48 hours.
Create a subrule of that rule, “School of Hard Knocks”:
Attacks against a Target who joined or unidled in the previous 48 hours may be created at any time, instead of than counting against a daily or weekly action limit.
Throwing this out there to see what people think. I wouldn’t mind if this gets voted down – it’s kind-of out of character for BlogNomic – but am interested to know whether this sort of mechanic could be successful as an alternative way to stop idling-based scams.
I’m sure we’re all familiar with the allegations made in Tantusar‘s unauthorised biography of Purplebeard. But are they grounds for increasing a prison sentence?
Given that the new-player-lockout proposal has gone up, I’d at least like a chance to participate even though I’m coming in late. Would an admin please unidle me?

To the rule “Escaping”, add:-
An Escape attempt may not be resolved if an older unresolved Escape attempt exists.
And removing some timing issues from Escape attempts, by having them resolve oldest first. Shouldn’t be left to the decision of whoever happens to be awake and online, if multiple Escapes happen to pass the 72 hour mark around the same time.

In “Attitudes”, replace “If a Prisoner who asked to become Idle or rendered themselves Idle in this dynasty is unidled, their Attitude becomes Injured.” with:-
If a Prisoner is Injured, then the Prison is in Lockdown. If the Prison is in Lockdown, then when a Prisoner joins the game or is unidled, they become Injured (and their Attitude defaults to Injured instead of Withdrawn).
Replacing the tactical-idling lockout with a broader clause that switches back off when the prisoners are all healthy.
I’m sure I heard Purplebeard whisper something about explosives to Tantusar while escorting the prisoner back to Q Wing.

An Attack may not be resolved if a more recently posted unresolved Attack exists.
We should perhaps make future fights less about the timing.

As I understand the current ruleset, Purplebeard will be over the wall at 08:51:00 UTC on Saturday, if it turns out that Darknight cooperated in their current Escape attempt. I suggest that an Attack be staged against Darknight unless they openly defect on the Escape (say by midnight tonight). Who would be with me on that?
Prisoners have been speculating about the reason for there being two crude papier-mâché mannequins of Purplebeard and Tantusar in the rec room.
You know, I’ve heard a rumour that Purplebeard and Ayesdeeef might be actively trying to escape from this prison somehow.
Kevan, I know we haven’t thought this through very well, but I can’t stand another minute in this danky cell.

Add a sub-rule, Time Out, to the rule Victory Conditions:
If, at 00:00:01 on October 12, 2015, no Prisoner has yet achieved Victory, follow the following instructions in order until a Prisoner has achieved Victory:
- If there is exactly one Prisoner with the highest SHIV Score, they have achieved Victory.
- If, among the Prisoners tied for the highest SHIV Score, exactly one has the lowest Sentence, that Prisoner has achieved Victory.
- Repeat steps 1 and 2 substituting “highest SHIV Score” with “second highest SHIV Score” then with “third highest SHIV Score”, “fourth highest SHIV Score”, and so on.
- Repeat steps 1, 2 and 3, substituting “lowest Sentence” for “second lowest Sentence” and so on.
- The Warden will choose a Prisoner other than the Warden, and make a Story Post titled “Oh, Thank Goodness”, the text of which is the chosen Prisoner’s name. That Prisoner has achieved Victory.
I doubt we’ll still be going on October 12, and I seriously doubt we’ll get to sixth highest SHIV Score, third lowest Sentence, but if that happens, we’ll be ready.
Yes, I’m being entirely serious.

Rename the “Escape” rule to “Kingpin”.
Add a new subrule to “Victory Conditions” called “Escape”:-
If a Prisoner has gone Over the Wall, they have achieved Victory.
Add a subrule to “Confessions” called “Escaping”:-
An Escape attempt is a type of Confession. As a weekly action, a Prisoner may make an Escape attempt, by confessing to a crime by using a title including “Escape:” instead of “Crime:”.
Escape attempts may not be resolved as regular Confessions. Instead, if both Parties have either Cooperated or Defected on an Escape attempt and neither is Injured, and if that Escape attempt is more than 72 hours old, then any Prisoner may update the gamestate as follows for that Escape attempt, after which point the Confession is over and ceases to be a Confession:
- If the Suspect and Accomplice both Cooperated, the Suspect goes Over the Wall.
- If the Suspect Cooperated and the Accomplice Defected, the Suspect is Injured.
- If the Suspect Defected and the Accomplice Cooperated, the Accomplice is Injured.
- If the Suspect and Accomplice both Defected, nothing happens.
If either Party to an Escape attempt is Injured, that Escape attempt ceases to be a Confession. A Party to an Escape attempt may not be Threatened. If an Escape attempt is more than 120 hours old, both of its Parties are considered to have Defected on it (this takes precedence over the rule “Confessions”).
Find a partner you can trust, follow through on your plan without any other Prisoners stopping you, and you might just make it out of here.
Prisoners in the yard have reported spotting a small quadcopter flying near to the cell windows of both Purplebeard and Tantusar recently.
Aname and I stole Tracey Emin’s Pillowcase, replacing it with a carefully designed forgery.
Looks like we’re hitting another lacuna where nobody’s really making any proposals. Is this because BlogNomic positions itself too much as “let’s make a game and play it as we go along” rather than basic Nomic, these days, and people are largely regarding it as a fixed boardgame once the basic gameplay is in place, where the only proposals to make are clever design additions?
There’s serious gameplay advantage to be had in Nomic by making trivial proposals that benefit yourself (just making sure that it also benefits a quorum of others - a different quorum each time), or which can sound out another player’s secret strategy by forcing them to answer a question about it in the form of a vote (where they’ll lose out if they bluff). But we rarely seem to see that happening any more.

Upon enactment of this proposal, all Converted Prisoners lose 3 Years from their Sentence (to a minimum of zero).
Josh is keeping a bunch of stolen cars in a storage shed in Pennsylvania, so he can sell them when he gets out.
Tantusar attempted to bribe me to provide an access key for the prison roof. Naturally I rejected this offer.
A rotary fan has gone missing from the prison workshop. Word is now that Tantusar and Aname are actually building some kind of powered glider up there.
Those illegal street races? Kevan was my precision driver. Most respected drifter on the Tokyo streets.

In the rule “The Don”, replace “Whenever the Don ceases to be the Don, they may once increase their SHIV by X.” (where “X” is whichever number of either 10 or 50 that appears in that rule) with:
If a Prisoner is not the Don, but has been the Don in the previous 48 hours, they may - if they have not already done so this dynasty - Deliver a Monologue. Upon doing so, they increase their SHIV by X.
...where “X” is the number in the text that was replaced.
Clarifying the timing for an ex-Don voluntarily making themselves unpopular.

If the idle Prisoner ShareDVI posted a comment on this proposal containing the phrase “you got me”, then unidle that Prisoner.
Then, add a paragraph after the first in “Sentences”:-
If, immediately after unidling, a Prisoner’s Sentence is lower than the mean value of all other Prisoner’s Sentences, it is increased to the mean value of all other Prisoner’s Sentences.
Removing the option of tactical idling as a way to maintain a low Sentence to claim a Riot victory.
I was involved in illegal street racing for a few years in the 1980s. I only handled the money side of things, of course; Darknight was the one who jacked the rides.

Remove “Any Fish named within a Rumour may, within 24 hours of the posting of the Rumour, increase the SHIV of the Prisoner who posted the Rumour by 2, if they have not already done this for this Rumour.” from the rule “Rumours”.
Word from the local police force is that Josh‘s recent absence from the prison may not have been solely to attend a funeral, after all. Whatever he was up to, your warden was unaware of these intentions when signing the release forms.

Reword the rule entitled Gang Affiliation as follows:
Each Prisoner may be a member of up to one Gang. Gang membership is tracked in the GNDT and defaults to “-”, and may be changed as a weekly action. All Prisoners with the same value in the GNDT (other than the default) for their Gang are considered to be part of the same Gang, and may be referred to as each others’ Gang-mates.
Whenever a Prisoner who is a member of a Gang posts a Confession of any kind, but before the Accomplice makes a Statement on that Confession, or any Prisoner Signs that Confession, the Suspect’s Gang-mates may Intimidate the Accomplice of that Confession by making a comment to the Confession that includes an arrow symbol. If the Accomplice Defects on that Confession then any member of that Gang may, once, increase the Accomplice’s SHIV by 2 per Intimidating Gang-mate, and then Walk the Yard for the Accomplice as if they had done so themselves.
If you were to search the mattress in Username5243‘s cell, I believe you would find a security keycard concealed in a slit in the foam. I sincerely doubt that it’s mine.
I hear that ShareDVI is brewing pruno in his cell. Aname‘s his accomplice, stealing OJ and bread from the kitchen.

Rename the rule “Release” to “Riot”, and reword it from:
If all Prisoners who are not Injured have a SHIV score of 99, and exactly one of those Prisoners is a Fish, then that Fish may Declare Victory.
to:
If all Prisoners who are not Injured have a SHIV score above 50, and exactly one of those Prisoners is a Fish, then that Fish has achieved victory.
To “Shivving”, add:-
If a Prisoner has a higher SHIV score than exactly one other Prisoner and no others, then they may Peer Pressure that other Prisoner, setting that Prisoner’s SHIV score to match their own.
Lowering the SHIV cap for the endgame, and adding a mechanic to stop a new Prisoner (or Walk) from slowing it back down.

Given the rate at which you can gain SHIV, and the fact that people will probably not cooperate with a Fish who has high SHIV, I don’t think the week or less between people getting injured and their ability to change attitude is enough time for someone to win.

Add after the first paragraph of “Attitudes”:-
Attitudes have the following effects:-
- If a Prisoner is Withdrawn, they may not be chosen as the Accomplice of a non-Rumour Crime, but are always considered to be a Fish for the purposes of Rumours.
- If a Prisoner is Rebellious, their SHIV is not increased as a result of their own Defections.
- If a Prisoner is Comfortable, they are never considered to be a Fish nor the Don.
- If a Prisoner is Converted, their SHIV is not increased as a result of their own Cooperations.
Making Attitudes do something.
I am currently preparing a statement regarding the recent escape attempt on F Wing. A cell key did indeed go missing from my desk that morning, and its unique impression was, I understand, later found in a bar of soap in the possession of Purplebeard.

In the rule “Escape”, replace “If there is exactly one Prisoner who is not Injured, and if that Prisoner has a SHIV score of 99 and is the Don, then that Prisoner has achieved victory.” with:-
If there is exactly one Prisoner who is not Injured, and if that Prisoner is the Don, then that Prisoner has achieved victory.
Seems tricky enough even without the strange SHIV requirement.

If a rule called “Victory Conditions” exists, add a subrule called “Escape”:
If there is exactly one Prisoner who is not Injured, and if that Prisoner has a SHIV score of 99 and is the Don, then that Prisoner has achieved victory.
Otherwise, create a rule called “Escape” with the text quoted above.
Reposting that EVC clause victory condition as a separate proposal, for a fair vote.

If the proposal Victory Condition was enacted, revert all changes made by the proposal Victory Condition.
Amend the first sentence of the rule Shivving to read:
Each Prisoner has a Standard Heuristic for Inmate Violence (SHIV) score, which is an integer between 0 and 99, inclusive.
Add a rule, Victory Conditions.
Add a subrule to the rule Victory Conditions, Release:
If all Prisoners who are not Injured have a SHIV score of 99, and exactly one of those Prisoners is a Fish, then that Fish may Declare Victory.
If the number of comments on this proposal which contain is less than quorum, add a subrule to the rule Victory Conditions, Escape:
If there is exactly one Don who is not Injured, that Don has a SHIV score of 99, and all other Prisoners are injured, then that Don may Declare Victory.

Add a rule called “Release”.
When all non-Injured prisoners have the SHIV score equal to 99, and there is exactly one non-Injured Prisoner who is a Fish, that Prisoner may declare Victory.
If more than half EVCs on this proposal does not contain the word ‘bananas’ (case-insensitive),
Add a rule called “Escape”.
When all prisoners except one non-Injured Don are Injured, and that Don has the SHIV score equal to 99, he may declare Victory.
So, I’m proposing 2 Victory strategies. I left no loopholes as far as I can see.
