Zaphod took a GNDT action of “Trading in 3I for 1R”. The rule for swapping resources says “At any time a Contractor may spend 3 different resources or 2 funds to gain 1 resource of any kind.”
My reading of that rule was that the Contractor would have to spend one each of three resources, and not three of one resource - otherwise why use the word “different”? Nobody would argue that “spend 3 resources” could be met by spending the self-same single unit of resource three times over.
Replace “may spend 3 different resources” with “may spend 3 different resources (i.e. one each of three resources which are different from each other)” and consider Zaphod’s action to have been taken - and illegal - under that new wording of the rule.

Create A rule named “Sales”:
If a contractor is not the creator of a currently valid Sale, that Contractor may create one by performing the following atomic action:
*Reducing their Resources by any amount
*Posting a Story Post blog entry with a title that includes the words “Sale” and listing the quantities of Resources removed in the previous step (and only those Resources), as well as a minimum priceAny Contractor that is not the creator may respond to a Sale with a comment in the format “Bidding $XB”, where X is a non-negative integer greater than or equal to the minimum price: such a comment is known as a Bid. If the value stated in a Bid is less than or equal to its Bidder’s Funds, and it is not equal in value to an earlier Valid Bid on the same Sale, then it is a Valid Bid.

This is strongly based on the “Deliveries” Rule, but I could not find a simple way to cleanly merge the two.
The loss of resources during sale ensures that they will be there when the auction is over.

Add a sub rule to “Resources named “Deals”:
A contractor may propose a “Deal” by making a story post listing a specific amount funds and/or resources they would like to trade for a specific number of funds and/or resources, and a contractor they would like to trade with. If the contractor listed in the post makes a “FOR” comment on the post, the listed amounts of funds and resources are exchanged. If the Great Eccentric feels the deal is non-competative, he may make a comment containing the words “ANTI-TRUST” and reduce the funds of either or both contractors in the deal by an amount not to exceed the total count of funds and resources in the trade
I feel like swapping resources around is very much an in-theme mechanic for this dynasty. I also feel like simply teaming up to make it so one contractor wins is not, so this gives the great eccentric the ability to penalize one-sided trades. I promise to only use this ability to deter noncompetitive trading.

Remove “If a contractor would loose as much or more money by completing a project they are the winner of than by canceling its project, any contractor or the Great Eccentric may cancel the contract.” from the ruleset.
I’m not sure why it’s important to force contracts to close if a contractor would have a net loss. Some real life companies take a loss in return for the less tangible resource of publicity or to make up a mistake. At any rate the option to cancel is still there to the winner.

Add to the rule Contracts:
A contract is canceled by making a comment on it announcing the project is canceled, decreasing the funds of the winner by $3B, and setting the status of the project to dreamed.
The winner of a contract may cancel it at any time. If a contractor would loose as much or more money by completing a project they are the winner of than by canceling its project, any contractor or the Great Eccentric may cancel the contract.
Kevan pointed out that bidding on projects you don’t intend to complete is a valid strategy currently. This is my solution to the problem. I suppose its still a valid tactic if you think the delay is worth the loss of $3B, but that’s a much more interesting decision.

If the Great Eccentric has not Reviewed a Project in the previous 48 hours, the Great Eccentric may Review a random Dreamed Project by taking the following atomic action:

In “Resources,” add the following:
All Resources are either Material, Human, or Social Resources. Material Resources refers to physical capital a Contractor can own, and include Robots, Transportation, and Infrastructure. Human Resources refers to manpower a Contractor can call upon to complete tasks (such as employees and volunteers), and include Colonists, Biology, and Engineering. Social Resources are means that a Contractor can use for outreach, and includes Publicity.
At any time, a Contractor may spend 1 Robot to increase any other Material Resource by 1; likewise, they may spend 1 Publicity to increase any other Human Resource by 1.
If either “Reperpousing of Resources” or “A Proper Transformer” enacts, this Proposal shall be considered self-killed for the purpose of its resolution.
A third attempt at the wildcard idea. IMO, there should be another (probably less efficient) way to get Robots and/or Publicity on top of Deliveries.

The following transactions represent changing one resource into another. At any time a contractor may spend the given amount of resources that they have on the left side of the equal sign to gain the amount of resources on the right side of the equal sign.

Each Contractor is working at a Site, which may be either Earth, Mars, Moon, Ocean or Space, and which is tracked in the GNDT (defaulting to Earth, which may be tracked as “-”). Earth and Ocean are Local Sites, all others are Offworld Sites.
A Contractor may spend 1 Transportation to change their Site from a Local Site to another Local Site.
A Contractor with at least 5 Engineering may spend 2 Transportation to change their Site to any Site.
Whenever a Contractor changes their own Site, they must set their Infrastructure to zero.
To the “Resources” rule, add a Resource:-

Create a rule named “Finance”:
Each Contractor has Investment and Funds, which are numbers tracked in the GNDT with a ‘$’ before and a ‘B’ after. They represent billions of dollars. A Contractor’s Funds divided by their investment is their Return on Investment, or ROI. The Contractor with the highest Return on Investment when the dynasty has finalized has achieved victory.

Each Contractor has 0 or more of the following resources.
*Robots represent machines that build things. It includes robotic arms in factories, automated construction equipment, and miners. X units of robots may be written as XR, where X is the number of robots.
*Transportation represents trains, boats, spaceships, and everything else that moves other things. X units of transportation may be written as XT, where X in the amount of transportation.
*Colonists represent unattached workers looking for a better life. Colonists can be sent to live on far-off worlds, but they can also be genetically engineered or paid to live in unusual circumstances. X units of colonists may be written as XC, where X is the number of colonists.
*Publicity represents Advertising, philanthropy, friendly reporters, and other ways to manage public opinion. X units of Publicity may be written as XP, where X is the amount of publicity.
*Biology represent genetic engineers, ecologists, medical staff, and the facilities they need. X units of Biologists may be written as XB, where X is the amount of biology.
*Engineering represents the ability to plan and solve physical engineering problems. It includes materials engineers, physicists, architects, and rocket engineers. X units of Engineering may be written as XE, where X is the amount of Engineering.each Contractor’s resources are tracked in a field of the GNDT named “Resources”
I gazed up at the pyramids towering above me. They weren’t the largest structures ever built. I’d commissioned larger ones myself, even before reaching my current status and power. Yet there was something special about these 4 millenia old structures. Something inspiring.
“Did you know the egyptians weren’t the first civilization?” My voice startles my assistant, and she looks around nervously to see if I’m offending any locals: it would make the news.
“We actually aren’t sure who is first. We remember egypt because of those. Because of the size and audacity of what they acomplished. Because they built big.”
“People talk about changing the world, but all they ever change is the attitudes of the people on it. I’m going to change it. Not with words and social programs, but with tractors and spaceships. I’ll control the weather. I’ll send colonists to mars. I’ll send them to the stars. I’ll build cities in space. I’ll build them underwater.”
I gaze back up at the pyramids “And no one will ever forget me.”
“Where are you going to find someone who can build a city in space?” My assistant asks.
I smile “Oh, I know some people who could do it, given enough money”
Change Dungeon Master to “Great Eccentric” and “Adventurer” to “Contractor”. All special rules are active.
I like to check for interest in dynasty ideas before picking one. Right now I have three ideas I’m considering:
* A dynasty about contractors making secret bids on projects and building the right team for a job whose requirements aren’t known until the last second. The theme could be criminal mercenaries, space mega structures, or even gilded age construction projects.
* A dynasty about governing a polity. Each player gets a different position with different powers and goals each “round”. Perhaps we have a mechanic where scoring points weakens your faction’s strength and thus ability to determine position. Themes could be a fantasy city with magical powers in each position, a modern democracy with checks and balances, or a hereditary monarchy with factional leaders born into different positions.
* A dynasty about deck building and card duels. We’d probably have a card-building start with occasional duels for bonuses and the test the rules, and then end with a tournament. The duels could be framed as armies clashing, close up personal magical duels, a slow logistical contest, or even robots or spaceships fighting.
I want to know which mechanics and themes interest you the most. You’ll notice that I’m separating the mechanics from the themes: I think they’re both necessary and both important. I’m interested in your preferences on each.

I think we all know that modifier is the only word that really makes sense there.
I noticed a DoV and looked at how the victory mechanic works in this dynasty, out of curiosity. I noticed the following sentence in “Items” (see the rest of the rule for context):
Rules that do not add an attribute are considered rules text that apply only to that item.
The definition of a Rule is pretty clear from the Appendix:
Each individually numbered section of the ruleset is a rule, including sections that are sub-rules of other rules.
(Currently, the Rules themselves aren’t actually numbered due to how the wiki page is set up, but they are numbered in the Contents block.)
None of our Rules actually adds an attribute (with the possible exception of the “Items” Rule itself). Does this mean that our Core Rules are only considered rule text to “that item”, whatever that is?

I have obtained and destroyed the Dragon’s Head, achieving victory.
I supported Card twice in order to assure victory. There is no stated limit on how many times an adventurer may support another adventurer. As it turned out, the dice were with us, and there was no need to take such precautions.
Derrick and Naught have a very eventful day. Card learns magic.
The sound of three new cockroaches makes it very hard to focus on anything, including writing this log.

In “Hunting”, replace:

I don’t think we want to run any monster to extinction. Especially not some of the rare ones.
Dawn breaks, and the first adventurer to come out and fight is Naught. They travel to the Ruins from town for the rather menial task of slaying bats; however, they have brought a bow, which speeds up the process. They also destroy a new monster, covered in fruit. Finally, after they can’t take the noise any more, they slay the two cockroaches there. Naught waves their magic stones over each of the dead corpses, which nets them a formidable sum of spoils.
Derrick goes next, traveling to the Cave from town, clearing out the cave and, rather heroically, taking down the enormous worm single-handedly. Using some newly acquired netting, they attempt to walk away with some spoils, but the valuable bits turn up unsalvageable. Dejected at their clumsiness, Derrick sulks back to town.
In a rare occurrence, all the adventurers end up in town this night. The group discusses the plague induced by the roaches that have long stalked the wilds. Each individual shares tales of their exploits, except for Pokes, who looks uninterested throughout the conversation. The other adventurers wonder if they ever actually cared about hunting in the first place. They retire to their beds late at night.

Nothing about changing the time requires the DM to do it, and 15 minutes should be enough warning to let players finish hunting.

Add to the Rule Items:
An adventurer in the same wilds as another adventurer and with 2 or more AP may may Pickpocket another adventurer by performing the following atomic action:
*choose another adventurer as a “Target”
*Roll DICE10 in the GNDT.
*If the Die roll is 5 or greater, move DICEX items of an item type randomly selected from all item types in the target’s inventory, where X is the number of items of that item type they own.
*Reduce their AP by 2.
*Increase their experience by the target’s level
