If a rule exists called “Studying”, rename it to “Activity” and reword it to:-
Each Believer is undertaking one Activity, which may be either “Studying” or “Other”. This is tracked in the GNDT in a column titled “Activity”, with “Other” being tracked as “-”. By default, a Believer’s Activity is “Other”.
As a daily action, a Believer may change their own Activity to any valid value.
As a daily action which may only be taken on a Friday, the Auspex should Reward the Studious. Upon doing so, each Believer who is Studying gains Insight equal to the highest Power score among all Cults that they belong to.
To the rule “Infamy”, add:-
Each Cult has a Power score. The Power of an Eminent or Notorious Cult is 3; the Power of an Accepted or Disliked Cult is 2; the Power of a Tolerated or Mistrusted Cult is 1 and the Power of an Obscure Cult is zero.
Tweaking the Studying mechanic to remove the possibility of an illegal move which can only be confirmed by the Auspex. Instead of taking a weekly action to Study, you opt in to letting the Auspex take that action for you.

Add a new rule “Studying”, containing the following:
If a Believer is a member of one or more Cults, they may Study as a weekly action. To Study, a Believer can do one, and only one, of the following: Increase their Insight by 1 if they are a member of a Cult with an Infamy of Tolerated or Mistrusted; increase their Insight by 2 if they are a member of a Cult with an Infamy of Accepted or Disliked; or increase their Insight by 3 if they are a member of a Cult with an Infamy of Eminent or Notorious.
Offering a purpose to Infamy. Worded odd to prevent ambiguity for someone in multiple cults.

Enact a new rule, “The End of the World”:-
The End of the World is due occur on a date privately tracked by the Auspex; this date is known as Doomsday. Doomsday is a date somewhere between the 15th and 31st of January 2013.
If the current day is on or after Doomsday, the Auspex should - as a daily action - End the World. Upon doing so, if a single Believer has a higher Insight than each other Believer, that Believer achieves Victory; otherwise, the clouds rumble and nothing happens. Either way, the Auspex should announce this event in a blog post - if a Believer achieves victory, their prophecy shall be announced in this blog post.
Upon enactment of this rule, Doomsday shall be set to the value privately noted by the Auspex at the time of writing this proposal. This date was randomly selected as a date between the 15th and 31st of January, with each such date being equally likely to have been chosen.

Getting rid of The Establishment has left a vacancy for the role of default cult, and it’s nice to have at least one back-channel that everybody is in on.

Replace “Blessings” with “Insight” throughout the ruleset, and then replace “a number of Insight” with “an amount of Insight”.
In the rule “Inquisitions”, replace “the square of half the number of members in its Target” with “ten times the square of half the number of members in its Target”.
Add a subrule to “Artifacts”, called “Removal”:-
As a daily action, a Believer may request to remove a specified number of Artifacts from those collected by a Cult, by sending an Order which announces such an intention, including the name of a Cult that he or she belongs to and specifying the number of Artifacts he or she intends to remove. (This number cannot be less than 1 or greater than 10.) If the Auspex has such an Order, he should process it as follows:-
- If the named Cult has fewer Artifacts than the number specified, then the Believer loses 10 Insight (or, if they have less than 10 Insight, the Believer loses all of their Insight).
- If the named Cult has a number of Artifacts greater than or equal to the number specified, then it loses a number of Artifacts equal to the number specified, and the Believer gains an equal amount of Insight.
- The Order is then deleted.
Upon enactment of this rule, each Believer’s Insight shall be set to their previous Blessings value, multiplied by ten.
A flavour tweak of “Blessings” to “Insight” (in a world of conflicting theories, who is doing the blessing?), bumping up its base value ten times and allowing Artifacts to be converted into it. (Leaders can safely convert them at the risk of alienating their followers; followers can try converting them at the risk of being misled about how many Artifacts exist, or just annoying fellow Cult Members and perhaps breaking a Secret Requirement.)
Laserboot has made no comments or posts in the past seven days, and becomes idle under Rule 1.2.1. Quorum drops to 9.

Add a subrule to “Cults” called “The Auspex”:-
For the purpose of all dynastic rules, the Auspex is not considered to be a Believer.
Upon enactment of this rule, the Cult called “The Establishment” shall cease to exist.
It probably doesn’t make much sense for me to be an active player in this dynasty.

Add a new subrule to the rule “Cults” called “Leaving a cult” reading:
A Believer may, by command, cease to be part of a Cult they are a member of. The Cult to be left has to be specified in that Order.
The Auspex should inform the leader of the Cult as well as the Believer who left the Cult that the Believer left the Cult. After receiving confirmation by the Auspex, the Believer no longer belongs to the Cult he specified in his Order.

As a weekly action, a Cult’s Leader may attempt an Enlightenment by Command which begins with the text “My brood is most well!â€
Upon processing such Command, the Auspex should deem it successful if the sender’s cult contains less Believers than the average (arithmetic mean) number of Believers in all Cults. Otherwise, the Auspex may deem the Enlightenment unsuccessful.
If the Auspex deems an Enlightenment successful, he should:
* Reply to the Enlightenment with a confirmation of its success; and
* Increase the Blessings of its sender by twice the number of members in their cult.When the Auspex deems an Enlightenment unsuccessful, he should make a blog post exposing the Enlightenment which:
* Names the sender, but not the name or size of their cult; and
* Chastises the sender for their hubris.
Same basic idea as SPC’s post. But two key changes—first, cults can do it weekly rather than people, and secondly in order to “win” your cult’s size has to be less than average. This adds more secrecy as you don’t know how big average is, and also lets us still encourage smaller cults by some other means.

Here are the problems I hope to address here:
* There is currently no incentive to being in a cult.
* Most methods would encourage either giant or tiny cults.
* Our ruleset is already expanding, and we need a dynamic and fluid system that involves a small number of concepts and mechanics.
This proposal aims to:
* Encourage medium size cults.
* Create a market between leaders and believers modeled on dividend stock market investing.
* Continue the emphasis on trust, deception, secrecy, and betrayal.
I understand this concept may be suspicious to many, who believe that it will only benefit a cult’s leader. Allow me to show why this is not true.
The leader will not be able to keep all the blessings he gets. They will likely only be able to keep a few. A leader will obligated by his members to sacrifice most of these blessings to them. If a leader becomes rich and does not pay their members, the members now have to options of leaving and joining or creating another cult. Creating your own tiny cult won’t work, because you cannot earn blessings if your cult is the smallest.
You might ask, “why not just have the mechanism pay the members directly?” In this case, doing so would expose the members of a cult. The leader will have to sacrifice blessings in a strategic way, sacrifing them gradually, and perhaps sacrificing some to unaffiliated members to avoid exposure. To stay competitive, the leader might even sacrifice blessings earned through say, separate inquisitions they participated in.
Both sides will have to trust each other in an imperfect market. Both sides will betray each other. Let the games begin.

Add a new rule to the ruleset, entitled Reporting:
Each Leader may chose a scale of exaggeration for their cult, which is a number between minus one and two, and which is reported to and privately tracked by the Auspex. If this rule has been in the ruleset for more than 48 hours, then any Cultist may remove this sentence and the word “not” wherever it appears in the sentence that follows it. The number of members in each Cult, modified by that Cult’s scale of exaggeration, is not tracked next to the Cults’ names in rule 2.1, and this number should not be updated by the Auspex whenever a Cult gains or loses a member. Cults have a scale of exaggeration of zero by default.
The Leader of a Cult may change their Cult’s scale of exaggeration as a weekly action.

Add a subrule to “Cults” called “Initiation Criteria”:
Each Cult may have an Initiation Criteria. This may either be Open, Closed or Partial, defaulting to Closed. If the Criteria is Partial, the Criteria should also contain a list of Believers. If a Cult’s Initiation Criteria is “Open”, then all Believers are valid Initiates to that Cult. If it is “Closed”, then no Believers are valid Initiates to it. If it is “Partial”, then only the named Believers are valid Initiates. If a Believer is already a member of a particular Cult, they are not a valid Initiate to that Cult.
The Leader of a Cult may changes its Initiation Criteria by command.
In the rule Cults, replace “A Leader of a Cult may admit a Believer to that Cult by Command, so long as that Believer has sent an Order requesting such admission, and both the Believer and Leader are located in the Headquarters of the Leader’s Cult.” (if it exists) with:-
If a Believer sends an Order requesting to join a Cult, and if they are a valid Initiate to it, and if both the Believer and Leader of the Cult are located in the Cult’s Headquarters, then the Believer becomes a member of the Cult and the Auspex should privately inform both the Believer and the Leader of this initiation.
Simplying initiation - if you want your Cult to accept all applicants, you can just set a flag to say this.

If there is not a dynastic rule called “Secret Requirements”, this Proposal does nothing.
Add a new dynastic rule called “Artifacts” and give it the following text
Each Cult has a non-negative integer supply of Artifacts, which are privately tracked by the Auspex and 0 by default.
As a weekly Action, a Cult’s Leader may Search for Artifacts by Command, specifying a valid Location other than Unknown as the Target. Upon processing the Order, the Auspex should increase the Artifacts of that Cult by C*V where C is the half the number of Believers who were both members of the Cult and whose Location was the Target at the time the Order was sent, rounded down, and V is the Extradition Value of the Target. The Auspex should then send a Private Message to the Leader of the Cult informing them of how many Artifacts were earned. The Auspex should process Orders to Search for Artifacts in the order received.
The Extradition Value of a Location is the position of the Location in an ordered List of all Locations other than Unknown, kept privately by the Auspex. After processing an Order to Search for Artifacts, the Location searched moves to the Bottom of the list (and so has an Extradition Value of 1). If there is a Location other than Unknown which is not in the ordered List, the Auspex must place it in a random position in the List before processing any Orders to Search for Artifacts. He should not use the GNDT for this calculation, but instead another random device of his choosing.

Add a subrule to “Locations”, called “Traits”:-
Each Location may have a single Trait. Traits are either Ordered or Chaotic in nature: the Ordered Traits are “Crowded” and “Secured”, and the Chaotic Traits are “Damaged” and “Lacking”.
The Traits of Locations which currently have Traits are:-
* The Museum: Lacking
* The Observatory: Damaged
* The Protest Camp: CrowdedIf a Cult has two members in the same Location, its Leader may - as a daily action - send a Private Message to the Auspex announcing the Cult’s intention to add or remove one Trait from that Location (optionally describing the flavour text of how they will achieve this). Upon processing such a message, the Auspex must add or remove the specified Trait if it is possible to do so, then make a blog post announcing the change (or attempted change), and the Cult responsible for it. Upon doing so, that Cult’s Infamy increases by one level if it added a Chaotic Trait or removed an Ordered one; it decreases by one level if it added an Ordered Trait or removed a Chaotic one.
If no Locations have traits, the Auspex should select a random Location and assign it a random Trait.
Before “Cults are, by default, Obscure.” in the rule “Infamy”, add:-
If a Notorious Cult would gain a level of Infamy, it remains Notorious; if an Eminent Cult would lose a level of infamy, it remains Eminent.

Rename the rule “Secret Orders” to “Secret Requirements”.
Add a new subrule to “Cults”, called “Orders”:-
Believers may send Private Messages to the Auspex at any time; these are known as Orders. If a rule says that the Leader of Cult may do something “by Command”, then the action performable by Command may be requested by submitting an Order with this precise instruction; the action described may then be performed by the Auspex, while the Order exists - upon the Auspex performing such a Command, the Order ceases to be an Order. This is the only way by which an action performable “by Command” may be performed.
If an Order is more than 48 hours old, it ceases to be an Order.
Replace “secret action” with “Order” throughout the ruleset.

And while I’m here, clarifying that the Leader of a Cult is also a member of it.

Enact a new rule ‘Philosophical Realignment’:
If the Auspex has a Private Message from a Believer (the Usurper) in a Cult (the Fiefdom), and all the following requirements are met:
* The Usurper is not the Leader of a Cult with the same Headquarters as the Fiefdom,
* The Usurper is a member of the Fiefdom,
* The Usurper’s Location was the Fiefdom’s Headquarters at the time the Private Message was sent,
* The Location of the Fiefdom’s Leader was not the Fiefdom’s Headquarters at the time the Private Message was sent,
* The Private Message indicates that the Usurper believes that the Leader of the Fiefdom has violated a Secret Requirement of the Fiefdom, and
* The Auspex agrees that the Secret Requirement was violated by the Leader in that manner,
* The Private Message was sent within 48 hours of the violation.
then the Auspex may delete the Private Message and change the Leader of the Fiefdom to the Usurper. When he does so, the former Leader is removed from the Fiefdom, and the former Leader and all members of the Cult are to be informed that the Usurper has assumed leadership of the Cult.

A Cult Leader may, as a weekly action, with the collaboration of a member of his cult who must also PM the Auspex confirming his collaboration, PM the Auspex informing him of a change in leadership in the Cult. The Leader may pass his leadership to any willing member of his Cult. The member then assumes leadership of the cult, and the former Leader becomes a normal member.
This way more people who are in a cult may have a chance to become the leader.

Enact a new subrule of the rule “Cults”, named “Idle Leaders”
If there is only one believer belonging to a Cult and that Believer becomes idle, that Cult is deleted by deleting its list entry in the rule “Cults”
In a similar line to Joshs proposal, I think there is currently no way at all to delete cults, so a few idle one-man cults would block the creation of new cults. I think, if a cult has more members than one, one of the others should become the new leader and the leader should no longer belong to that cult. I am not sure about how to decide that right now, so I’ll just start with this proposal to begin with.

Add a subrule to the rule called Cults, entitled Limitations:
If the number of Cults is greater than Quorum, no additional Cults may be created.
Trying to avoid a situation where we have have a number of Cults equal to the number of players, most of which have only one member.

The list of Cults in Rule 2.1 seems like a decent enough place to mention their Infamies. (For what it’s worth, Rule 2.4 says that Infamy “may be tracked in the GNDT”, and I am quietly electing not to, for now, given that every Cult is Unknown, and there is not yet a mechanism to alter Infamy. If any admin wants to add them, though, feel free.)
Dropping the “until its Headquarters are moved” while I’m here, as there’s no need to say it, and it actually implies that relocating your Notorious Cult from the University to the equally squeamish Cathedral will let you accept new members again.

Believers may send Private Messages to the Auspex at any time.
Just some bookkeeping. As pointed out by Clucky in voting on What Is A Private Message, some types of Private Message are gamestate (because the ruleset regulates their deletion), yet no method is specified for their creation, meaning that under Rule 1.1 (“Gamestate can only be altered in manners specified by the Ruleset”) they cannot be legally created. This fixes that.
(I will be treating any join/confirm messages received prior to this proposal’s enactment as illegal.)

Add to the current ruleset a rule entitled Convert Ye Heathen, Convert!
As a weekly action, the leader of a cult may attempt to convert a member of a cult that is not of the cult leaders own cult, and add that cult member to his own cult. The cult leader may also convert a believer that does not currently belong to a cult. This is done by PMing the Auspex informing him of an impending roll, and then rolling a DICE10 in the GDNT, if the roll comes up 1-9 the converting has failed and nothing happens, if it comes up as a 10 then the converting was successful and the cult leader must PM the Auspex informing him of the change. The Auspex will them PM the believer, informing him of the change. To maintain anonymity, the admin will create a dummy GDNT profile, and give the password to the current cult leaders to use. The cult leader can choose to use his own GDNT profile if he wishes to be known as the cult leader. The newly converted cult member may as a daily action attempt to escape the new cult by rolling a DICE10, if the dice roll comes up as a 1 then he may escape, and may follow the existing ruleset to join a new cult. If the converted cult member does not follow the secret requirement as outlined by the cult leader, then he may not attempt to escape the cult as a daily action.
Cults brainwash people all of the time, why not have a dynamic where a cult leader can force/convert/brainwash a member into their own cult? This will add a whole new dynamic to the current dynasty.

Enact a new rule, “Honour Among Thieves, Or Something Like That”:
The Auspex shall evaluate all secret actions with good faith, and in particular should follow the following guidelines where unusual or exceptional conditions do not apply:
* The Auspex should not decline to allow an optional action except where the action is clearly an abuse of process (such as a scam related to the timing of multiple actions sent to the Auspex at once), beyond a simple scam or loophole in the rules.
* The Auspex should evaluate all secret actions in the order in which they are received. Where more than one Private Message is required for a single secret action, it should be considered to be received when the last message required is received.
* If confronted with a Private Message which contains multiple secret actions which are mutually exclusive (due to deleting the message, for instance), the Auspex should evaluate them in a top-down manner.
* The Auspex should evaluate all secret actions within 48 hours of receiving them, and should make a blog post if he anticipates that he will be unable to do so at any point.
* If the Auspex believes that a secret action cannot be performed due to a clerical error on the part of the Believer attempting to perform it (such as including two mutually exclusive actions in a single Private Message), the Auspex should inform the Believer of this fact.
* If the Auspex does not perform a secret action, including by choice or due to it being illegal, but not because it requires multiple Private Messages which have not all been received, the Auspex should delete the Private Message containing it and inform the Believer of the decision not to perform the action, but (except as otherwise indicated in these guidelines) should not inform the Believer the reason why it was not performed.The Auspex may delete any of his Private Messages at any time.
Proposals authored by the Auspex whose effects would be limited to amending this rule do not count towards the Auspex’s usual limit of 2 proposals pending at once, and such proposals may be Enacted notwithstanding that they are not the oldest proposal in the queue (but all other requirements must still be met).
In the rule “Cults”, remove the text ” - within 48 hours of receiving the request -”.
Substitute for the following for the second paragraph of the rule “Secret Orders” except, if the proposal “Watch Your Back” was enacted, for the last sentence:
If the Auspex has a Private Message from the Leader of the Cult indicating that the Leader wishes to add, remove, or modify a Secret Requirement, and no such message from that Leader was received in the 48 hours prior, the Auspex may perform the desired change to the Secret Requirements of the Cult. If he does so, he shall delete that Private Messages and inform each Member of the Cult of the change to the Secret Requirements by Private Message.
The 48 hour rule could randomly screw people over if Kevan happens to not be around (I don’t know, it could happen). I think that this is a better approach; establishing expectations on Kevan. Most of them are common sense, and none of them are binding so he’s free to ignore them.

Enact a new rule ‘Philosophical Realignment’:
If the Auspex has a Private Message from a Believer (the Usurper) in a Cult (the Fiefdom), and all the following requirements are met:
* The Usurper is not the Leader of a Cult with the same Headquarters as the Fiefdom,
* The Usurper is a member of the Fiefdom,
* The Usurper’s Location was the Fiefdom’s Headquarters at the time the Private Message was sent,
* The Location of the Fiefdom’s Leader was not the Fiefdom’s Headquarters at the time the Private Message was sent,
* The Private Message indicates that the Usurper believes that the Leader of the Fiefdom has violated a Secret Requirement of the Fiefdom, and
* The Auspex agrees that the Secret Requirement was violated by the Leader in that manner,
* The Private Message was sent within 48 hours of the violation.
then the Auspex may delete the Private Message and change the Leader of the Fiefdom to the Usurper. When he does so, the former Leader is removed from the Fiefdom, and the former Leader and all members of the Cult are to be informed that the Usurper has assumed leadership of the Cult.
Add “No action taken before a member is made aware of a Secret Requirement should be considered a violation of that Secret Requirement.” to the end of the second paragraph of the rule “Secret Orders”
Provide incentive for leaders to tow the line, and provide a way for a Believer to amass power by controlling multiple Cults. The Leader can spend two days camping in the HQ to avoid this—-a privilege of power.
The bit about no retroactive Secret Requirements is to avoid using them to simply kick people out based on things they did earlier in the dynasty, or even in previous dynasties.

A message sent via Blognomic’s Private Messages system at blognomic.com.
This really should be defined before someone tries to claim a gmail message or IM is a “Private Message”.
There is also this assumption that you can send private messages unless we say otherwise (i.e. you can send Kevan a message asking to join a cult but can only send him a message to create one once per day) that might be good to clarify. For posts, we have story posts and normal posts. With posts, we divide them between “official” and not. Would be nice to have something similar for PMs…

This proposal is setting up a wiki page for tracking of public cult information, taking into consideration that the proposals “No overstuffed GNDT” is having an impact on that and on the “Infamy” rule.
Also, I think, the Auspex should also track the Headquarters of a Cult, so I added that to the rule “Cults”, in case the proposal “Free Personality Test Inside” should pass. (Remember, that that proposal does nothing, should the proposal “The End is Near” fail)
I hope the wording is understandable and contains no flaws I might have overseen :)

Each Cult may have one more more Secret Requirements for its members. When a Believer joins a Cult, the Auspex should send him the current Secret Requirements for that Cult via private message.
If he has not done so in the past 48 hours, The Leader of a Cult may add a Secret Requirement to their Cult, remove a Secret Requirement, or change a Secret Requirement by PMing the Auspex of this change. The Auspex may - within 48 hours of receiving the request - confirm the Secret Requirement and inform each Member of the Cult the new requirement by private message. If the Auspex does not do so, the action is not considered successful and the Secret Requirements for the Cult remain as they originally were.
If the Leader of a Cult believes that another Believer who is a member of that Cult has violated one of the Secret Requirement, he may send a PM to the Auspex declaring which Secret Requirement he believes the Cult Member has violated, and why. The Auspex may, within 48 hours of receiving the request, agree with the violation. If he chooses to do so, the violating member is removed from the Cult and may rejoin the Cult. The Auspex must PM both the Leader and the violating Believer about the removal.
Adds a way for us to figure out who else is in our Cults by what practices they start performing. Of course, the nomicy thing to do is to just doing weird things just to cause paranoia =)
Ideally there would be punishments for revealing the rules so it stays secret and fun, but I can’t think of a good way to do word it so I’ll just start with this.

If there exists a rule named “Cults”, then insert a new paragraph before the last paragraph of that rule, reading:
Whenever the Auspex creates a new Cult by adding its name to the list above, they should inform all Believers by making a blog post stating that a new Cult has been created, and specifying the name of that Cult.
I’d have added “or a comment to the last post of creation of cult” but that would have made the wording too complicated and isn’t really needed, unless someone finds a way to create lots of new cults.

Each Believer belongs to zero or more Cults. These allegiances are tracked privately by the Auspex.
Each Cult has a Name (up to seven words), a Leader (any Believer or Idle Believer) and a Prophecy concerning the end of the world (a sentence). The Leader and Prophecy of a Cult are tracked privately by the Auspex. The Names of existing Cults are:-
* The Establishment.
As a daily action, a Believer may attempt to form a new Cult by sending a Private Message to the Auspex specifying the Name of that Cult, and its Prophecy. If that Believer is not already the Leader of a Cult, the Auspex may - within 48 hours of receiving the request - create a new Cult by adding its Name to the list above; the Cult is created with the Believer as its Leader, and the Prophecy specified.
If the Auspex has both a Private Message from a Believer asking to join a Cult, and a Private Message from the Leader of that Cult permitting the Believer to join, then the Auspex may admit that Believer to that Cult, inform both the Believer and the Leader that this has happened, and delete both messages.
Upon enactment of this rule, the Cult known as “The Establishment” shall be created with the Auspex as its Leader and the Prophecy that the Auspex privately noted at the time of writing this proposal.

Please forgive the self-indulgence of this.
So that dynasty felt massively un-fun to me, and I’m not sure that it was fun for the other players either. The whole dynasty garnered a total of six proposals that weren’t authored by me or Kevan, and while I didn’t keep track of GNDT activity the lack of engagement with the Mark mechanic leads me to believe that the overall level of engagement wasn’t high. While 9 active players at the end isn’t a record low, it also doesn’t speak of massive excitement. It follows a bit of a trend of disappointing dynasties, and generic inquiries into why this isn’t haven’t been helpful. So I wondered if it would be worth having a bit of a post-mortem on this one, to talk about what could have been done to make it something players wanted to engage with, wanted to make proposals for, and felt enthused by.
Please, be brutal. What could have saved this dynasty?

Add the following to the rule “Garage”:
A Crook may, as a weekly action, attempt to Pick a Lock. To Pick a Lock, a Crook must reduce their Cash by $20 and roll DICE:6 in the GNDT. Upon a roll of 2, 3, or 4, nothing happens. On a roll of 5 or 6, the Crook may add the name of any Crook to their “Keys†field. On a roll of 1 the Crook must remove all names from their “Keys†field.

In the rule “Illegal Street Race”, replace “A Car’s Raciness is calculated by subtracting that Car’s Heat from one of its Chassis, Transmission and Engine, setting that statistic to 1 if the result is less than 1, then multiplying those three statistics together.” with:-
A Car’s Raciness is calculated by subtracting that Car’s Heat from whichever of its other Stats is highest (with the alphabetically earliest tied Stat being chosen in the event of a tie), setting that statistic to 1 if the result is less than 1, then multiplying its Chassis, Transmission and Engine together.
By defining Raciness as including an observer-chooses “one of”, it is possible for two Cars to be simultaneously Racier than the other. (If I have a 3/4/5 Car and my neighbour has a 4/4/4, and we both have 10 Heat, I can calculate my Raciness as 1*4*5 over my neighbour’s 1*4*4, but he can simultaneously calculate his 1*4*4 as being above my 3*4*1, by choosing a different “one of” when measuring my Car.)

A crook can pay $50 as a bribe to add 1 to any DICE roll, he can do this up to 3 times per ROLL considering you have enough money to do so. Each time a crook attempts a bribe, he must also roll a DICE20, if it is 19 or 20 the bribe has failed and the crook loses all of his money.

Add the following to the rule “Garage”:
A Crook may, as a weekly action, attempt to Pick a Lock. To Pick a Lock, a Crook must roll DICE:6 in the GNDT. Upon a roll of 2, 3, or 4, nothing happens. On a roll of 5 or 6, the Crook may add the name of any Crook to their “Keys” field. On a roll of 1 the Crook must remove all names from their “Keys” field.

In the rule “Marks”, replace “The Mastermind may resolve any Mark which is more than 48 hours old by randomly selecting a Squad from those Squads who are collaborating against that Mark, and whose members meet the requirements of the Mark; this Squad completes the Job. If no Squads meet the requirements, the Job fails. The Mastermind must then make a comment to the Mark post announcing the result.” with:-
If a Mark is more than 48 hours old, the Mastermind may resolve it. Any Squad collaborating against the Mark whose members meet the requirements of that Mark are considered to be Effective Squads for the purposes of that Mark. Upon resolving the Mark:
- If one or more Effective Squads exist for the Mark, then the Mastermind must select one of them at random; this Squad completes the Job.
- If no Effective Squads exist for the Mark, then the Job fails.
The Mastermind must then make a comment to the Mark post announcing the result.
Clarifying Mark resolution - I think the current ones might be jammed?

In the rule “The Garage”, replace “If a Crook Cuts a Key, they may add their name to the “Keys†field of a single Crook.” with:-
If a Crook Cuts a Key, they may give a copy of any one Key they currently hold to any Crook.
No reason why we shouldn’t be able to cut illicit copies of other people’s keys.

Josh is waiting until I add something to my garage to fill it up with rubble. This seems like an abuse of the intent of the identity theft mechanics. 24 hours is plenty of time, and if it fails out you can always remake the request. (So technically there is a 4 day window for Josh to respond from the moment you do the identity theft).

Mentioning this here, since reverting things across the GNDT/wiki might be unclear, but I think this last step is illegal - Murphy doesn’t have a key to Quirck’s garage (Quirck has a key to Murphy’s; presumably Murphy meant to force Quirck to cut a key, but accidentally cut a key for Quirck). Is that right?
But yes, also a good point that Clucky should only have been able to transfer $50 from Wakukee after stealing his identity, not $50. (“A Crook [may] not transfer more than $50 to the same Crook during any week.”) Are we missing something there?

Add a new rule to the ruleset, entitled Illegal Street Race:
There is an illegal street race scheduled for Thursday 13th December 2012. On of after that day, the Crook whose Car has the highest Raciness has achieved victory.
A Car’s Raciness is calculated by subtracting that Car’s Heat from one of its Chassis, Transmission and Engine, setting that statistic to 1 if the result is less than 1, then multiplying those three statistics together.
A Crook may expend 1 Explosives from a Lab in a Garage that they have access to, to increase the Engine of a Car that they have access to by 1.
A Crook may expend 2 from the Stat that bears their name in any Gym that they have access to to improve the Chassis of any Car that they have access to by 1.
On Wednesday 12th December 2012, a Crook may expend 1 Narcotics from a Lab in a Garage that they have access to increase the Heat of a Car that they have access to by 2.
Scshunt and Wakukee idle out after 11 and 13 days of inactivity respectively. Quorum drops to 4.

Reword the rule “2 Fast, 2 Furious” to:-
If the game is in a State of Con, then the Mastermind may, as a daily action, Stage a Heist. Upon doing so, if a single Crook who has a role also has a higher Attention score than each other Crook who has a role, then that Crook achieves victory.
Afraid I really don’t follow the current State of Con mechanic, particularly the “if players have a very low Mark-completion score on average, then the player who didn’t even try to complete any Marks wins” bit. Cutting it back to the “highest Mark-completion wins” condition, removing the “but only if everyone else also completed around 8 Marks” and clarifying ties.
