In the rule “Offices”, replace “A Commander may spend 2 Power to assign an Oligarch to (or remove an Oligarch from) the Office of Authority corresponding to the Commander’s Office.” with:-

A Commander may spend 2 Power to assign an Oligarch who has no Office to the Office of Authority corresponding to the Commander’s Office. A Commander may spend 2 Power to remove an Oligarch from the Office of Authority corresponding to the Commander’s Office.

Addressing the interpretation at least two players seem to hold that “assigning” an Oligarch to an Office can be read as “reassigning” rather than “assigning to an additional Office” (which would be illegal, as we can only hold one). Purplebeard recently assigned every other Commander to his department and then fired them, under this first reading.

I shall trust the Despot to punish any further abuse of this rule while this proposal is pending.

Confusion

Kevan enacted “Clearing Things Up” but doesn’t seem to have do the last thing in it (failing the CFJ and increase my/raichuKFM’s power and decreasing Clucky’s power). I don’t know if there was a reason or if it was an oversite so I wanted to ask before doing anything.

I have determined that Larrytheturtle is responsible for the issues arising between Oligarchs Clucky, Kevan and Purplebeard. If Larrytheturtle is removed from our realm then we can assume that the security of the state is intact.

To reiterate: Larrytheturtle is behind all untoward activity in the Realm from recent days. Removing Larrytheturtle resolves all outstanding issues.

I trust that this is well understood.

If the Oligarch named Clucky is the Director of the Bank, then that Oligarch shall be removed from that Office.

It concerns me that the Director is using unpaid zero-hour interns to manage his own private finances, while keeping the bank’s door closed to hard-working citizens. And could his open disregard for personal power be a sign that he is seeking credibility among the seditionists?

If the Call for Judgement “Definitions are a pain” is still pending, immediately fail it, otherwise ignore the rest of this proposal. Increase the power of the oligarchs Larrytheturtle and RaichuKFM by 10. If Clucky has greater than 10 power, reduce his power by 10 otherwise reduce it to 0. LarryTheTurtle may not perform another Flunky action for the week that this proposal was posted.

I think its best that we just clear up exactly what are “Targets”. Also fix the fact that the CfJ is potentially un-resolvable. (Yes, this lets me not lose all 10 power but originally Larry didn’t want me to lose any so I think that is fair)

Call for Judgment: Definitions are a pain

I recently attempted to preform the Corruption Action the central bank. Clucky undid the whole act saying that he can’t be targeted since he is at home. I believe that anything that is “x person of your choice” is targeting and something that says a certain office or set of people(like all oligarchs) is not targeting a person. Therefore, in my act, the only illegal part was giving Clucky back the 10 power as on of the 2 other oligarchs. I’m not sure what everyone considers the definition of target so I wanted this to be clarified and also to straighten out if I preformed an act or not. Therefore I think the GNDT should be affected as follows:

Increase the power of the oligarchs Larrytheturtle and RaichuKFM by 10. Decrease the Power of the oligarch known as Clucky by 10.

I don’t plan to argue this if people don’t agree. I just am honestly unsure of how to define target.

The Despot is not an Oligarch for the purposes of any dynastic rule.

In certain circumstances as mandated in this rule, an Oligarch may Depose the Despot. When they do so, that Oligarch becomes the Interim Despot, and the Despot becomes an Oligarch, each retaining all of their existing GNDT values. The new Interim Despot may then convert any amount of their Credibility to Power at a rate of 10 Power per Credibility spent. Whichever Oligarch or Despot performed the action that caused the change in Despot must immediately make a story post highlighting the change. An Interim Despot who has been Interim Despot for three consecutive days since they were last an Oligarch then becomes the Despot. Interim Despots may not be Deposed.

Whenever a Loyal Oligarch has more Power than the Despot and more Power than every other Oligarch, they may Depose the Despot.

Whenever all Seditious Oligarch have a combined Credibility that exceeds the Despot’s Power, the Oligarch with the highest Credibility may Depose the Despot.

The move-20-points-ahead-of-someone Martial Law actions are perhaps too much of a disincentive to leave the house. Eight out of eleven Flunkies are at Home right now.

Enact a subrule to “Offices” entitled “Jobs”:

Any Official action may be performed by the an Oligarch who holds the appropriate Office as a weekly action at a cost of 10 power.
Official Actions are as follows:

  • Chief of Police:
    • May publish a story post entitled “Legal Referendum”, in which they may order that a single, one time, legal game-relevant action within 48 hours. For each Oligarch who is able to but does not comply with this order, the Chief of Police may spend 2 Power to penalize that Oligarch by reducing that Oligarchs power by 10.  If any Oligarch is punished in this way, for every Oligarch who is eligible to be punished and is not punished, the Chief of Police loses 2 Credibility. If the Chief of Police has no Credibility to lose 4 power instead. If all Oligarchs follow the order, the Chief of Police gains 20 Credibility.

Enact a new rule entitled “Black Market”:

Any Seditious Oligarch may have one Occupation, which should be recorded in the Office category in the GDNT:
Once per week, any Seditious Oligarch who has no occupation may pay 10 power to change their Occupation to one of the following:

  • Hacker
  • Mole
  • Black Market Dealer

Any Illicit action may be performed by the a Seditious Oligarch who holds the appropriate Occupation as a weekly action at a cost of 5 credibility.
Illicit Actions are as follows:

  • Mole
    • May take any unoccupied Office, and may only be removed from this Office at a cost of 20 power to anyone who is legally able to remove Oligarchs from this Office

There are still lots of Jobs/Occupations that need actions, but I figured I’d see what people thought of the general concept before I fleshed this out more.

Josef has not made a post or comment in the last seven days and becomes idle.

This leaves the position of General vacant. I wish the Despot well in his search for a replacement; someone loyal to him who has the necessary military experience.

Create a new post category “Demands”

Enact a rule entitled “Demands”:

At any point (provided that Demands are Being Heard), any Seditious Oligarch may use 10 power to post a list of Demands in a “Demands” post. In this post they may request from any or all Loyal Oligarchs to perform legal game-relevant actions. Any Loyal Oligarchs who acquiesce to any of these demands gains 5 credibility per demand, and should note this in the comments to the Demand post.

If a demanded action is one that is only available to a restricted set of oligarchs (e.g. any Government action), then the Oligarch who performs such an action in response to the demand gains an additional 5 credibility.

In the rule “Government Actions”, in the “Political Actions” list add the bullet point:

The Despot may spend 50 power to stop Demands from Being Heard. If they do so every Seditious leaders gains 30 credibility. The Despot may spend 10 power to allow Demands to Be Heard if they are not currentely Being Heard. If they do so, they gain 30 credibility.

Sort of a rehash of Skju’s resolution idea. This will hopefully allow Seditious Oligarchs to get something from Loyal Oligarchs, and allow Loyal Oligarchs to gain credibility

Add a new list to the rule “Government Actions”, called “Military Actions (0)”. Add a new Military Action:-

The General of the Military may declare a Coup attempt by spending 10 Power and making a Proposal with the string “Coup:” in its title - that Proposal is counted as a Coup Proposal. If a Coup Proposal does not have an AGAINST vote from either the Admiral of the Navy or the Brigadier of the Air Force, then that Proposal cannot be vetoed. If there exists a Military Leader who has not voted FOR a given Coup Proposal, then that Proposal cannot be enacted.

Reproposing Junta’s Moon, but requiring the Navy and Air Force to explicitly support a Coup for it to take effect. (Giving the Despot the option to sack and replace his Military leaders if he thinks this will help.)

Bank Job

Turtlemoon recently updated their own Office to “Associate”, but I can’t see any rule which would have allowed that - only that “A Commander may spend 2 Power to assign an Oligarch to the Office of Authority corresponding to the Commander’s Office”. Am I missing something?

Relatedly, as soon as the National Bank is operational, any Oligarchs wishing to begin a career in the police force need only transfer a 2 Power processing fee to me, in order to be hired as an Inspector. Act quickly and you may be wearing your government-issue mirrored sunglasses in time for this week’s salary payments.

Each Oligarch has an amount of Credibility, which is tracked in the GNDT. The default Credibility is 0.

Upon becoming Seditious, an Oligarch gains 5 Credibility.

Any Oligarch may convert Power to Credibility at a rate of 5 Power to 1 Credibility.

After the “Administrative Actions” section of the “Government Actions” rule, add, the following:

Atrocity Actions (0)
* The Despot may Detain Dissidents, Carry Out an Assassination, or, with Authorisation, Commit a Massacre as a weekly action. If they Detained Dissidents, the Despot gains 15 Power and every Seditious Oligarch gains 5 Credibility. If they Carried Out and Assassination, they gain 60 Power and every Seditious Oligarch gains 20 Credibility. If they Committed a Massacre, they gain 200 Power and every Seditious Oligarch gains 100 Credibility.

Set the Credibility of each Seditious Oligarch to 10.

Introducing a resource that any Oligarch can accrete but which is specifically focused on Seditious activities. Also a mechanism by which the Despot can gain Power - potentially at a cost.

Create a new Rule, “Rebellion”, containing the following:

As a Weekly Communal Action, any Oligarch with fifty or more Power may decrease the Despot’s Power by the number of Seditious Oligarchs, and give each Seditious Oligarch 10 Power. If a Loyal Oligarch does this action, they also gain 20 Power, and the Despot loses an additional 5 Power.

There should be a way to attack the Despot’s power directly, and for Seditious Oligarchs to gain power. Something to note, however, is that the Despot can prevent this from happening by Exiling or Raiding all Seditious Oligarchs. This also gives an incentive for Loyal Oligarchs to take such an action, and as such gives an incentive for the Despot to be careful who they trust.

Apparently I’m the only one bothered by the fact that there isn’t a reliable (Stealing from others is unreliable) way to gain Power except not annoy Josh, except that if noone annoys him his Power will never decrease? Josh, if you want anything to happen, you’re going to have to allow some opposition.

As a weekly action, an Oligarch can order a Flunky Action. Flunky Actions have different effects depending on the Flunky’s Location at the time of the order.  If that Oligarch’s Flunky changed locations in the 12 hours before the Flunky action was ordered, the effects can be reversed by any Oligarch affected by the action.  The affected Oligarch may only reverse an action if it is less than 12 hours since the action was taken and less than 12 hours since the Flunky last changed locations.

Add a new list to the rule “Government Actions”, called “Military Actions (0)”. If “By Your Command” passed, move the “Exile” action to the Military Actions list.

Add a new Military Action:-

The General of the Military may declare a Coup attempt by spending 10 Power and making a Proposal with the string “Coup:” in its title - that Proposal is counted as a Coup Proposal. If a Coup Proposal does not have an AGAINST vote from either the Admiral of the Navy or the Brigadier of the Air Force, then that Proposal cannot be vetoed.

A security report for you, El Presidente. I don’t think we have anything to worry about here, it is unlikely that all three branches of our defence will be compromised simultaneously, and a coup-minded General will have merely wasted Power and tipped their hand. It may even be advantageous to promote a citizen of questionable loyalty to General, and a trusted one to the Navy or Air Force.

Reword the “Exile an Oligarch” Security Action to:-

With Authorisation, the General or a Colonel may Exile an Oligarch, reducing that Oligarch’s Power to zero and reducing the Despot’s Power by 50. This Action is Punitive.

Reword the “Raid an Oligarch” Police Action to:-

At any time The Director of the Bank may Supply The Constituents. When the Director of the Bank Supplies the Constituents, all Loyal Oligarchs who have not yet received power from the Director Supplying the Constituents for the current week gain 10 power.

All Oligarchs who received Power when Clucky last performed the action previously outlined in “Commanding Powers” are considered to have received power from the Director Supplying the Constituents for this week.

Wanted to find a way to give our new loyal brother Bucky his 10 power. This seems like a fair way to go about it.

Viva la Resistance

Create and blank a wiki page entitled “Members of the Resistance”.

Enact a new rule entitled “The Resistance”:

Any member may be part of the Resistance, irregardless of their recorded loyalty in the GNDT. Members of the resistance are tracked in the “Members of the Resistance” wiki page.

At any point when there are 3 or more seditious Oligarch, any seditious Oligarch may post a story post with “General Assembly” in the title, as long as no other such post is still “Unresolved” or has been posted in the past 48 hours. In this post, the seditious leader may nominate any seditious Oligarch to be the “Head of the Resistance”. If, at any point after this post is published, there are a majority of FOR votes from seditious Oligarchs, this post becomes “Resolved” and the nominated Oligarch becomes the Head of the Resistance, losing any office they are holding (if any), and have their office set to “R. Leader”. If there has not been a majority vote after 48 hours, this post becomes automatically “Resolved” with no effect. Once a post has become “Resolved” any Oligarch may edit the story post title to reflect this.

As soon as there is a “Head of the Resistance”, that Oligarch shall be given sole access to the wiki page “Members of the Resistance”, and may give out access to this page as they please. Only the Head of Resistance may edit this page, and they may only add the names of Oligarchs who have given them written permission. The only exception to this rule, is that, any Oligarch who is added to the “Members of the Resistance” must record some kind of affirmation in the wiki that they are aware and desire to be part of the Resistance next to their name.

If, at any point, the “Head of Resistance” is removed from office or the Despot is overthrown, the wiki page is blanked, and access is given to the new “Head of Resistance” (or is held in a blank state until a new Head of Resistance is elected.)

Once per week, the Despot may story post with “J’accuse” included in the title, in which they may accuse a single Oligarch, who they have not already successfully accused, of being part of the Resistance (other than the “Head of the Resistance”). In response to this post, the “Head of the Resistance” must make a response in the comments indicating if the Despot is correct (an Oligarch whose name is legitimately on the “Members of the Resistance” wiki) in their accusation or not (otherwise).  If the Despot is correct, the Despot gains 100 power. Otherwise, the Despot loses 100 power. If it can be proven that the Head of the Resistance made a false response to the Despot, the Head of the Resistance is immediately removed from power, is exiled, and the Despot gains 200 power.

 

This post assumes that the wiki access requirements needed by this proposal are possible. The wiki is necessary to have some ability to make sure rule that involve members of the resistance can be upheld. Also, Oligarchs should be able to be a part of the resistance without needing the Despots “approval”. The once per week restriction on accusations is in place to (a) give the Resistance time to respond and figure out who their traitor is and (b) to prevent the Despot from decimating the resistance as soon as they have an inside Oligarch. This is hopefully balanced by the potential 100 power.

Add the text “This Action is Punitive.” to the bullet points of the actions which Exile an Oligarch and assign an Oligarch to an Office, in the rule “Government Actions”. Reword the Raid action to:-

The Despot may spend 10 Power to Raid an Oligarch, reducing the Power of that Oligarch by 10. This Action is Punitive.

Make the Reputation changes a Government Action; give it a cost (indecision makes the government look bad), but a cost that is refunded if the Despot goes on to punish the Oligarch. Tweak raiding so as not to allow free null actions, while retaining a doubling effect against Seditious Oligarchs.

The proposal “Per your command” fixed a problem where votes on a proposal after the first DEF cost 1 Power each for everyone but the Despot, instead of the Despot as intended.  However, it was adminned when it apparently hit quorum, despite most of the votes being invalid due to not having their Power cost paid.

We should take the minimally invasive approach to fix this and declare retroactively that the proposal “Per your command” took effect on 09 Nov 2013 at 20:08:00 UTC , the time indicated in the Admin box, despite not having a Quorum of For votes, and has not actually been blocking the proposal queue since then.

Proposal: Striking Back.

Various Government Actions exist. Each Government Action belongs to a named Tier, as listed below; the number in brackets after the name of the Tier is its Boldness - if the Strength of the Government is less than this number, Actions in that Tier cannot be performed. The Strength of the Government is equal to the Power of the Despot, minus 100 for each Office which is not currently held by an Oligarch.

Security Actions (750)

  • The Despot may spend 50 Power to make a story post in which they Exile an Oligarch. An Oligarch who is Exiled loses all of their Power.

Police Actions (500)

  • The Despot may spend any amount of Power to Raid an Oligarch, reducing the Power of that Oligarch by twice that amount spent.

Political Actions (250)

  • The Despot may spend 10 Power to Shred a Document.

Administrative Actions (0)

  • The Despot may spend 5 Power to assign an Oligarch to an Office not already taken by an Oligarch, or to remove an Oligarch from their Office.

If “Delegation” passed, replace “assign an Oligarch to an Office not already taken” with “assign an Oligarch to an Office of Command not already taken” in the ruleset.

To the rule “Civil War”, add:-

The Despot may not cast a Veto on any votable matter unless they have taken a Shred a Document action in the previous ten minutes. The Despot may not veto more than one votable matter within a ten-minute window.

Shuffling the Despot’s actions into a clear hierarchy, recasting the vetoes a little, and dropping the trivial and confusing and difficult-to-check “spend 1 to vote after a DEF”.

    Create a new Dynastic rule titled “La Revolución” and reading as follows:

    The Unrest Index is a variable that is tracked in the GNDT. Every time the Despot has his own Power reduced as a result of an action of theirs, they shall increase the Unrest Index by the same value they just subtracted from their Power.
    While the Unrest Index is higher than the Strength of the Government, any Oligarch may repel all the Dynastic rules and start a Metadynasty. If they do so, they shall pubblish an entry In the “Ascension Address” category with the word “Metadynasty” in the title.
    As a weekly communal action, the Chief of Police may decrease the Unrest Index by twice the number of Loyal Oligarchs.
    As a weekly communal action, the Despot may decrease the Unrest Index by half of the value of the Power of the General of the Military, if in the last 24 hours the General of the Military has been continuously Loyal and has continuously held that Office.
    As a weekly communal action, any Oligarch may Fuel Rebellion by increasing the Unrest Index by 25.
    At any time any Seditious Oligarch may transfer any amount of Power to the Unrest Index, if this does not cause the Unrest Index to become higher than the Strength of the Government.

    Amend the definition of Weekly Communal Action in the Keywords section of the Appendix to:

    A Weekly Communal Action is a Weekly Action that can be performed only if it has not already been performed by any Oligarch in that week.

    Set the Unrest Index to 100.

    I’ve noticed that dynasties with a time pressure mechanism tend to work better. And this encourages cooperation, I hope. Fuelling Rebellion was originally a platonic event, but nobody likes those, so I made it a weekly action.

    It achieves nothing, is an annoyance, and is just an abuse of power in waiting. Posting this as a CfJ because otherwise it’d be vetoed. I think this deserves urgent attention, so posting a CfJ is warranted.

    Each Oligarch has a Reputation, which is either Loyal or Seditious. This is tracked in the GNDT.

    The Despot may change any Oligarch’s reputation freely. An Oligarch who is Loyal may change their Reputation to Seditious at any time. An Oligarch who is Seditious must request the Despot to change their Reputation to Loyal. The Despot may impose conditions on such a change or decline to do so entirely if they wish.

    Within 24 hours of a change in Despot, all Seditious players may freely change their Reputation to Loyal.

    Any Oligarch who is Loyal may at any time gain 1 Power for every full day that they have been Loyal since they last gained Power through this method, to a maximum of seven Power.

    Ascension Address: Political power grows out of the barrel of a gun

    Twenty years ago, on the tarmac of the city’s airport, a man - middle aged even then - in a general’s uniform had stood and made a speech. There was no audience; the army has sealed off the airport, and the other decorated generals behind the man were just for show, as were the attack helicopters lazily spinning their rotors in the background. But the address was televised, and broadcast on radio. It was reprinted in full in newspapers across the world, and discussed at length in every corridor of power.Every citizen knew of that proclamation, for it altered the fate of their country irreversibly.

    Now old, the general - he still styled himself as a general - had the sheet of paper he read from framed in the national Museum of the Revolution. The single act, that single speech, had not been all that was needed to sweep the old, corrupt government from power; no, there had been fighting, years of it, millions dead. But that was in the past now, and the last decade had been peaceful. He had give his country security, and protected it from outside forces. Was that not worth a little blood spilled?

    Apparently there was no loyalty in this world, though, no gratitude, for his courtiers, sensing weakness in his age, had started to circle. He had made them, each and every one; he had elevated them to wealth and power, while under the old Parliament they would have been, what, merchants? Academics? Pfeh. If money can’t buy you loyalty these days, what can?

    Force. Only force.

    If you want my power, he thought to himself, you’ll have to prise it from my hands.

    Repeal all dynastic rules, replace MN wherever it appears in the Ruleset with Oligarch, and replace Speaker wherever it appears with Despot.

    Add a new rule to the ruleset, entitled Civil War:

    The Despot is not an Oligarch for the purposes of any dynastic rule. Whenever an Oligarch has more Power than the Despot, they become the Despot, and the Despot becomes an Oligarch, each retaining all of their existing GNDT values. Whichever Oligarch or Despot performed the action that caused the change in Despot must immediately make a story post highlighting the change.

    Add a new rule to the ruleset, entitled Fight the Power:

    All Oligarchs and the Despot have an amount of Power, which is tracked in the GNDT. New Oligarchs start with 10 Power.

    The Despot starts the game with 1000 power, but must expend Power to perform some actions, as follows:

    • The Oligarch must spend 1 Power to cast a vote on any proposal that has already has at least 1 Deferential vote cast upon it.
    • The Despot must spend 10 Power to veto any proposal. The Despot may also spend 20 Power to veto a Declaration of Victory.
    • The Despot may Raid an Oligarch, spending any amount of Power to reduce the Power of that Oligarch by twice that amount.
    • The Despot may spend 50 Power to make a story post in which they Exile an Oligarch. An Oligarch who is Exiled loses all of their Power and is immediately rendered idle,

    The Despot additionally loses access to some of their actions when their Power dips below a certain threshold.

    • 750: The Despot may not Exile an Oligarch if they have less than 750 Power.
    • 500: The Despot may not Raid an Oligarch if they have less than 500 Power.
    • 250: The Despot may not cast a veto on any votable matter if they have less than 250 Power.

    I don’t technically need to wait for the other DoV to fail before posting another, under 1.7, and the progress of platonic ruleset effects doesn’t appear to be impeded by hiatus, so: now that the gamestate is polarised and we’re not relying on a potentially dodgy time travel argument, I’ve achieved victory on the basis of rule 2.1.

    I was going to do this in four hours anyway so we might as well speed things up a bit if possible.

    Declaration of Victory: Gridlock

    As per rule 2.1, I achieve victory.

    Supported by Sequester Rule 1.13, as the Sequester came into effect today at 2.36pm. It should have been 3pm, but Larrytheturtle edited the page twice on 31 October, and my edit removing his second edit allowed me to move the clock forward by 6 hours. (RaichuKFM claimed to have added the same clause but the change log shows that he actually just changed one of the words in the clause; I have removed what remains of Larry’s illegal edit.)

    Clearly there are several Sequester rules with varying effects, but 3.3.6 Prioritisation mandates that in the event of conflicting dynastic rules the one with the more limited scope wins; Sequester Rule 1.13 is treated as a Dynastic rule for this thanks to rule 2.2 (“with the same status as Dynastic Rules”), and is more limited than any of them in terms of both duration (today) and effect, given that it only impacts a certain number of specified rules. Sequester 1.13 of course can’t allow victory directly, but it can do so indirectly - via keywords, as defined at the top of 3.1 Keywords.

    Proposal: Blocks

    Create a new rule entitled ‘Blocks’, containing the following:

    In each political affiliation (i.e. WS or SW) exist Blocks. Every MN may set their Block as a Weekly Action. The Block of a MN is tracked in the GNDT.

    If the number of members of a Block in a certain Orientation is more than one third of the number of members of that Orientation and more or equal to two, then this Block is called a Strong Block.

    A Strong Block can influence all decisions of this Orientation, i.e. if all members of a Block vote the same on a certain Votable Matter, then all votes of the members of that Orientation count are changed into that Vote.
    If there is more than one Strong Block in a Orientation, and these Blocks vote different on a Votable Matter, then the votes of the members of that Orientation for that Votable Matter are not changed by this Rule, and Polarization is accelerated by 6 hours.
