Any Henchman may attempt to start an Evil Operation by creating a non-evil Proposal with the text “Operation:” in the title of the Proposal. That Proposal must include all the required elements of an Evil Operation listed in rule 2.8. If the text included within the Proposal does not include all the required elements of an Evil Operation, the Proposal fails upon enactment. If the Proposal passes, the Admin who enacts it shall create a Story Post with the text of the Operation that was included on the Proposal (and title it the same as the Proposal that started it) and add 1 FPT to the Henchman who proposed the Operation. That post is an Evil Operation and functions as described in rule 2.8, with one exception: any Admin or the Henchman who proposed the Operation may, after at least 24 hours have passed, resolve the Operation (rolling dice and applying effects where necessary).

If the Proposal succeeds, the Admin who ennacts it shall create a Story Post with the text of the Operation that was included on the Proposal (and title it the same as that Proposal) and add 1 FPT to the Proposer. That post becomes the Evil Operation. Once the Operation has been created and more than 24 hours have passed, it may be resolved by any Admin or the Proposer (rolling dice and following all instructions given).
We need more action going on, and I am sure some of you do have ideas for evil operations. By making them work through a Proposal, we can avoid “I win” Operations that where the problem with the “Left or Right” Proposal.

Upon enactment, a DICEX and a DICEY are rolled, where X is the number of active henchmen and Y is the number of continents on the Earth wiki page. The henchman whose position in the alphabetical list of active henchmen equals the DICEX roll has their location set to the continent whose position in the list on the Earth wiki page corresponds to the DICEY roll. If that continent has an influence of less than 100, its influence and the henchman’s standing increase by DICEZ, where Z is 100 minus the current influence in that continent. The henchman also receives 1 FPT.
Basically, a random henchman gets transported to a random continent. The henchman’s standing and the continent’s influence are then raised by a random amount, and the henchman receives an FPT.

Every henchmen who voted for this proposal shall have their GL reduced to 0 unless they included the comment “I pledge Beane as being the most evil.”
If over half the for votes includes the phrase “I pledge Beane as being the most evil,” then Beane’s GL increases by 5, to be increased after any change in stats due to rule 2.6 occur from the passing of this proposal.
The Mad Physicists have grown too numerous over the past few years. It’s time for us to take them down a notch!
Requirements: Any henchman with more than 10 INT may join this operation (the ignorant are too easily confused). Also, they must be able to travel to Europe immediately after joining this Operation (or be there already).
Effects: A henchman who joins this operation must immediately move to Europe (using a FPT if necessary) and roll XDICE50, where X is that henchman’s Martial Skill. The Mad Physicists then lose an amount of members equal to the outcome of that dice roll. If the Mad physicists lose at least 1800 members due to this Evil Operation, it succeeds. Else, it fails.
Success: We gain 4DICE10 Influence in Europe. An equal amount of Standing is evenly distributed among the henchmen who joined this Operation (any left over goes to the Overlord).
Failure: We lose all Influence in Europe. The Overlord loses an equal amount of Standing.

Upon doing so, the game immediately goes into Hiatus, if it hasn’t already. During this time, the only game actions that may be taken are those covered by Rules “Henchmen”, “Calls for Judgment”, “Gamestate Tracking” and “Victory and Ascension”.
Every ‘’‘Henchman’‘’ may respond to an active DoV saying whether or not he believes the poster has achieved victory in the current Dynasty (using the FOR and AGAINST icons).
The Declaration of Victory may be resolved after 24 hours, or after 12 hours if the ‘’‘Overlord’‘’ has voted on it. Upon resolution, if a Quorum of ‘’‘Henchmen’‘’ have voted on the DoV and more than half of those votes were in favour, then the DoV passes - otherwise the DoV fails, and if no other DoVs are still pending, the Hiatus ends.
When a DoV passes, all other active DoVs are failed, and a new Dynasty begins with the ‘’‘Henchman’‘’ who made the DoV as its ‘’‘Overlord’‘’. This reverts the rule to its state before Pirahna Tanks was enacted. I personally do not like the new rule, at least as a core rule, as it introduces a punitive stance which may not be appropriate to all dynasties, and may discourage someone from attempting a sneaky victory, which can be a fun surprise if not overdone.

My last proposal failed, but the enemy group seemed to be liked, so I’m reproposing it. And I identified a new enemy group. There are a few proposals in the pipeline that add rules for continents without enemies. So a few new groups will force henchmen that want to use these rules to go to specific locations (or to create a proposal that more easily reduces the size of enemy groups. (And perhaps that allows weapon usage ;) ).

Add the following paragraph to the end of rule 2.10 Doomsday Device
All Henchman, including the Overlord, whose location is the destroyed continent have their GL changed to 0, their INT and ML halved (rounded up) and their location set to Antarctica.

As Kevan pointed out, if the stat is one that decreases (e.g. hit points), the new-player value is likely to be more advantageous.

I doubt it’ll matter, but that’s what it should be according to the rule.

This proposal is a very slightly slightly changed version of “Proposal: Onward to victory! [Evil]”. I did this because at least three fail votes on the previous version were based on a misunderstanding, and just two votes of those votes would have passed it.
Changelog: better commenting, no “sit down” option (no one voted for it last time), clarification that being tied for highest on the continent isn’t good enough (thanks, Soyweiser), an added bit at the end that takes recent modifications to the Doomsday Device into account, and minor typographical fixes.

Create a subrule of “Attributes” entitled “Standing” with text:
Standing, which may be abbreviated STND for all purposes, is the measure of how highly regarded a Henchman is by the other members of the Overlord’s organization.
New Henchmen start with a Standing of 0.
The Overlord may at any time remove any amount of their own standing and increase another henchman’s by the same amount so long as their own standing does not fall below 500.
Creating “Standing” as a subrule of “Attributes” means that it is tracked in the GNDT without my having to say it in the subrule itself.
My idea for standing is that the Overlord’s is fixed at 500, and the standing of all the other henchmen combined will eventually equal 700, so an alliance of maybe 3-5 henchmen will eventually be able to overrule the Overlord in some yet-to-be-defined manner.

MS and INT are always used as MS/INT-10 to counteract the starting values of those stats. “The combined MS/INT of all other henchmen on the continent-(10 times the number of other henchmen on the continent)” is equivalent to the combined MS/INT-10 of all the other henchmen on the continent, and easier to write without ambiguity.
The first three options are all the same, but with different stats used.

Every ‘’‘Henchman’‘’ may respond to an active DoV saying whether they believe the poster has achieved victory in the current Dynasty (the FOR icon), the post has not (the AGAINST icon), or the poster is abusing their ability to post a DoV and should be punished (two adjacent AGAINST icons) .
The Declaration of Victory may be resolved after 24 hours, or after 12 hours if the Overlord has voted on it. Upon resolution, if a Quorum of Henchmen have voted on the DoV and more than half of those votes were in favour, then the DoV passes. If more than half of those votes favor punishment, then the DoV fails, the poster’s GNDT values are set to those defined for new players, and the poster is unable to make any more DoVs for seven days or until the end of the current dynasty, whichever comes first. “If this proposal fails” clauses do nothing.
If the proposal passes, it did not fail, so the clause does nothing. If it fails, none of the proposal’s text has any effect, so it does nothing.
A similar clause in a CfJ would have similar results.
A similar clause in a DoV is additionally worthless, because DoVs do not change the ruleset. A DoV is roughly equivalent to a proposal with the text “I win.”, and any text in the DoV is just an explanation of why you think we should vote “for”.
The only legitimate use of a fail clause is prediction. (e.g. “If this proposal fails, our ship will surely crash into the sun.” or “If this proposal fails, I will cry about it for a week.”) Note that predicting negative consequences for those who vote against the proposal (in game or otherwise), while allowed, is bad form and won’t win you any friends, which can be a serious problem in a game where the rules are whatever a quorum of the players say they are.

Each Henchman has a statistic tracked in the GNDT called “Free Plane Ticket” (abbr. FPT). New Henchman’s FPT statistic starts at 0.
If a Henchman’s FPT statistic is at least 1, they may, as a daily action, change their location and decrease their FPT statistic by one. This action does not count as the weekly location change.

If this proposal is enacted, all Henchmen who voted FOR it shall have eir GL increased by a sum equal to the reciprocol of the number of Henchmen who voted AGAINST the proposal divided by the total number of active playing Henchmen (if no Henchmen voted AGAINST, substitute the number of playing Henchmen for this value). There’s some space between the two, which Proposal: [Evil] Careful what you say fell into. It was self-killed before it was vetoed, and thus did not fail because it was vetoed, but it also didn’t fail without being vetoed, as the proposal is still pending until it is enacted or failed by an admin.

In any new proposal, if a henchmen uses the text “haha” as a part of text, such as Mmwuahahaha!, e feels very highly of eir scheme’s wisdom. That proposal now requires a supermajority of 2/3 quorum rounded up in order to pass. As a reward for the demonstrated consensus, that henchmen shall recieve 1 INT to eir skill if that proposal does indeed pass. If the proposal is also an [Evil] proposal and it amended, added or created a rule, the henchmen may change one word in that proposal to one other word of eir choosing after it passes, with the change posted on the blog within 48 hours. That rule is then amended with the indicated choice.
If “Goat Cheese” passes, add the following text to rule “Evil Schemes”
Goatee status shall be tracked on the GNDT under the heading GS.
If a henchmen uses the text “failure is not an option” in any new proposal, e feels strongly about eir scheme. If eir proposal passes, the first henchmen who responded with a vote against shall have eir Goatee status changed to moldy and eir INT decreases by 1 if eir INT is greater than 0. Weapons exist. They give bonuses for missions. Weapons may only be created by the Overlord or by successful proposals. The Storage Zone wiki page is used to keep track of the weapons, their requirements, bonuses, and whether we have them in the Storage Zone (SZ). There is a column in the GNDT titled Weapon where players may equip a weapon from the storage zone, if they meet the requirements of that weapon. Only one weapon may be equipped by a certain player at a time. Weapons may only be equipped by a player if e is at Antarctica. Weapon bonuses only count for the purpose of Evil Operations.
Any weapon we gain is automatically in the SZ, and may not ever become out of the SZ.

There are Evil Operations, which can only be started with a successful proposal. They are jobs that all players may attempt. Each Evil Operation proposal must target one Enemy Group. Each player who joins an Evil Operation must meet the required amounts of Martial Skill, Intelligence, and Goatee Length. To target an Enemy Group, the continent that Enemy Group is in must have an Influence value that meets the requirement for the mission.

Weapons exist. They give bonuses for missions. Weapons may only be created by the Overlord or by successful proposals. The Storage Zone wiki page is used to keep track of the weapons, their requirements, bonuses, and the amount in the Storage Zone (SZ) at the time. There is a column in the GNDT where players may equip a weapon from the storage zone, if they meet the requirements of that weapon. Weapon bonuses only count for the purpose of missions.

All Henchmen may have their own lair. Each Henchman’s lair has a page on the wiki, which will include all necessary information about that lair. The henchmen may optionally also decorate their lair’s page with a description of the lair and an illustration, although nothing contained within these pages will have an impact on the Gamestate unless mandated by the Rulestate.
A Henchman may create a lair at any time. A Henchman may only have one lair at a time and a lair may not be revoked. A Henchman creates a lair by posting to the effect on the front page. Upon creating a lair, the Henchman must chose upon which continent their lair is to be located.
A Henchman may never spend more than 48 hours away from the continent in which their lair is located. At present there is no punishment for doing so, other than the possibility that another Henchman may move them back to their lair.

I have achieved victory through the use of the Diamond Steering Wheel of Destiny.
I met the requirements as set in rule 2.18.1 (I had a treasure map, and was at the location specified in said map), so I could legally hunt for treasure. I therefore chose to hunt for the steering wheel, since the ruleset doesn’t restrict the treasures I am able to find from any location. (Rule 2.18.1: “While at a Treasure Island, if allowed by the rules, a Captain may hunt for treasure as a daily action.”)
Note that I didn’t need to meet the requirements set in the treasure map, simply because the ruleset doesn’t say I have to. The only functions a treasure map may have are specifying the name and location of its treasure (see rule 2.20). As far as the ruleset is concerned, any other information in the treasure map is flavour text, in the same way that naming your ship “the owner of this ship has achieved victory” has no effect.
