Add a new dynastic rule titled “Training” with the following text:
A DDA Member may, if he has not done so in the last 72 hours, make a story post with “Training” followed by a statistic named in rule 2.6 Statistics at the beginning of the title (called a training post). Any DDA Member may join the training post by making a comment to the post with the text “I’m in.” The DDA Member who made the training post automatically joins the training post.
After at least 24 hours have passed, any Admin may resolve the post by rolling a DICEX in the GNDT, where X is the number of DDA Members who joined the training post. If the result is greater than or equal to half qourum, rounded up, each DDA Member who joined the training post receives 1 point in the statistic named in the subject of the post.
We can add penalties when the dice roll fails later.
If at least half of all comments containing counted FOR votes also contain the text “a way out”, insert “unless he states otherwise in the post or as a comment to the post” before the last period of the first paragraph of the rule “Training”.

Some Dynasties (called Metadynasties) have no DDA Commander and are named according to the number of Metadynasties of Blognomic (eg. First Metadynasty). Metadynasties may only be started by a successful Proposal, CfJ, or as allowed by another rule.
When a Metadynasty begins, the previous Dynasty ends and all Dynastic rules are repealed. The theme (and appropriate substitution of keywords) may be chosen by any method deemed necessary.

When posting an ascension address, the Emperor can veto any Dynastic Rule and change any keyword; which is why the words “DDA Member” and “DDA Commander” change so often, but “DDA Member” and “DDA Commander” aren’t in the list of keywords. That means that they couldn’t be changed through the ascension address, meaning that every dynasty, the emperor over assumes their power. That means legally the words are still “player” and “emperor”.
Thus, replace all instances of DDA Member and DDA Commander with Player and Emperor, respectively.

All DDA Members have a gunnery stat and a piloting stat, both tracked in the GNDT. DDA Members, with the exception of the DDA Commander, start out with 0s in both stats. The DDA Commander starts with 20s in both stats.
As a daily action, the DDA Commander may post a story post with the word “Attack” in the title, giving the name of a spacecraft controlled by a planar entity. The DDA Commander may also authorize the use of the DDA Mothership. Players may post comments on that post to join the battle, specifying what DDA spacecraft they are using and whether they are the gunner or the pilot. For each spacecraft, there may be one pilot and gunner per spacecraft. Once there are at least two comments on that post, the DDA Commander may start combat between the DDA spacecraft(s) and the planar entity controlled spacecraft.
A new story post is created by the DDA Commander for the purpose of combat. Players in the battle may comment on that post with their actions. Gunners may fire at the enemy spacecraft, either to subdue the target or to destroy it. Pilots may decide to retreat or stay. Once all players in the battle have posted, the DDA Commander may roll for their actions and the planar entity’s action.
When a pilot retreats, their spacecraft is immediately out of the battle.
Firing at a spacecraft is resolved by first rolling DICEX, where X is 500 minus the size of the target spacecraft plus the armor and speed of the target spacecraft minus the power of the firing spacecraft minus the gunnery of the firing gunner plus the piloting of the defending pilot. If the result is less than 50, the attack hits. If a shot to subdue hits, then DICE6 is rolled, and on a result of 1 or 2, the target spacecraft is subdued. It becomes a DDA spacecraft. DICE6 is rolled for each piece of spacecraft equipment on the subdued spacecraft, and on a result of 1, that piece of equipment is destroyed.
If the hitting shot was meant to destroy the target spacecraft, then DICE6 is rolled. On a 1, the spacecraft is destroyed and removed from the Spacecraft Register, but one piece of spacecraft equipment (selected by the DDA Commander) is salvagable and is not destroyed. That piece of equipment may be added on to any DDA Spacecraft. On a 2 or 3, the target spacecraft is destroyed, and nothing is salvagable.
Any Planar Entities on a destroyed spacecraft are removed from the Planar Entities wiki page. Any SE on a destroyed spacecraft is lost forever, unless the rules say so. Any Planar Entities on a subdued spacecraft are contained. Any DDA Members on a destroyed spacecraft lose all their energy.
The gunner who fires the shot that destroys or subdues a ship gets 1 point of gunnery. The pilot on that gunner’s ship gets one point of piloting.

The DDA Commander may create planar entities, spacecraft, and spacecraft equipment at any time, and may modify any planar entity, spacecraft, or spacecraft equipment the DDA Commander feels has a loophole or major problem.

There seems to be some dispute (mainly between the DDA Commander and some DDA Members) as to whether we should make Chuck Norris a Planar Entity. The DDA Commander has threatened to veto any proposal even mentioning Chuck Norris, so here is something that the DDA Commander cannot veto. Let true democracy work.

Each Planar Entity has an attribute called “Alignment” whose value is either “Allied” or “Enemy”. The Planar Entities wiki page is divided into two sections, “Allied Planars” and “Enemy Planars”. Planars in the Planar Entity wiki page shall be listed in the appropriate section depending on their Alignment. If a DDA Member is a Planar, it’s Alignment is always Allied. In the post, the DDA Commander shall go on to enlist any number of Planar Entities, as long as those Planars are not DDA Members. Each DDA Member can only make up to one comment per Planar Management post. I hope this is not too much of a burden for the DDA comander. At least he has the option of which Planar to allow being managed, and has the option of NOT completing the action (in case he has to idle for a day or if he believes the action makes no sense for the planar). Also this allows players to control both allies and enemies.
My life just got a lot busier, so I can’t afford to remain active here.

Also, rule 1.9 allows new Commanders to replace “any keywords” with new ones. This is one of three places “keywords” are referred to in the ruleset. Assuming the idea is to have the head, color scheme, veto icon, and the terms “DDA Member” and “DDA Commander” changeable by a new Commander when they take office and nothing else (other than the wiping of any dynastic rules), here’s a fix for your consideration.

Create a new rule, “Technology”:
A DDA Member or Planar Entity may own zero or more pieces of Space Technology (abbr. Tech). Only Tech defined within the Space Tech wiki page is elegible for owning. Each Tech must have its own section within the Space Tech wiki page, where it’s properties are defined. A Tech’s properties include it’s Name, Tech Level, Description, Ability, Energy Cost and Code. No two Tech’s may share their name. Tech Level must be a positive integer equal to or lower than 100. Description is a block of flavor text that gives background information on the Tech. A Code is a three letters acronym for the Tech that may be used as an abbreviation when refering to it, and it appears in parenthesis next to the Tech’s name in the Space Tech wiki page.
As a daily action, a DDA Member who owns Tech may use that Tech’s ability by paying the amount of Energy stated in the Energy Cost of that Tech and following any instructions specified on it. The Energy Cost of a Tech must be an integer greater than or equal to 2 and no larger than 30. If a Tech’s ability targets a DDA Member, a story post must be created anouncing the target within 12 and 24 hours prior to the use of the ability. The User of a Tech is the DDA Member who activated it.
The Space Tech wiki page may not be modified unless by a successful proposal or as described by a rule. Each DDA Member keeps track of what Tech e owns in the GNDT in a column named Tech. The value of the Tech column is a list of Tech Code’s separated by commas, or “-” if the DDA Member owns no Tech. If a Planar Entity that is not a DDA Member owns any Tech, it will be tracked in the Planar Entities wiki page under that Planar’s name.

Remove all Planar Entities created before the passing of the proposal That the Heck is That Thing?.
With all the talk about changing the ascension rule and other parts of the core ruleset going on, I’d like to focus your attention on a post I made a few months ago, which garnered little to no attention at the time:
Two years ago, some intrepid captains created a Ruleset draft to try and create a possible replacement for the ruleset (be sure to check the discussion page for some insights into the changes they proposed). In an effort not to let this hard work go to waste, I created an updated draft, incorporating many elements from the first one. The formatting could use some work, but all in all it seems functional.
If enough captains see potential in this, we could refine it further, and perhaps ultimately use it to replace the current ruleset.
To that end, I humbly invite everyone to check out the new draft, improve it where necessary, and leave any remarks on the discussion page.
I’m reposting this partly because I’m stubborn, and partly because the current crowd seems more interested in and capable of refining the ruleset to improve it.
I believe this method of altering the ruleset enables us to fix multiple issues at once, and create a more powerful, more consice and easier to understand ruleset.
Here are some questions to get some discussion going on:
1. Do you think the core ruleset could be improved?
2. Do you think the core ruleset needs to be improved?
3. Do you think this method (multiple players contributing towards creating an entire new ruleset) is the way to do it? If not, what is?
4. If so, would you be willing to invest some time and effort towards accomplishing this goal?
I’m hoping this is the kind of sci-fi where everybody can own or at least be on a spacecraft/part of a spacecraft’s crew for a considerable part of the game, because being landlocked makes for uninteresting options. I’m not quite versed enough in Nomic to propose a rule introducing spacecraft as objects, in whatever form, into the game; also, if there are spacecraft, will they just be an extension of people’s characters (like Weapons) or will they be (wiki-tracked?) independent entities, allowing for multiple people to man the same craft? Could be nice opportunities for missions if people could pool any stats they have into one spacecraft-based group, or for organisations to actually have co-operation within them by having far less spacecraft than players.
Am I in over my head? Discuss. Please tell me bluntly if I’ve misunderstood what people are trying to make entirely.

Once per week, a DDA Member may “Restock” by increasing er energy cells by 10 and including the word “Restock” in er GNDT comment where e increases er cells.
The idea is that we can use this to stop the things that come from the Portal, but they should not be used as currency (hence the 30 limit) or as hit-points (hence the high restock ratio) and more like a strategic resource that we can spend to have success on a mission or something like that. The high restock rate also means we can have plenty of action in a single week.

Its very clear that we have a dispute on who exectly has claimed victory here. Yoda brings up the point that the proposal “No mr. dynasty, i expect you to die” was enacted a few hrs before the min. as stated in rule 1.5. Rodlen belives that Yoda’s victory is nulled because it followed the “if these two things happen” statement. From what i see, Rodlen’s DoV is nulled do to the proposal that led to it has violated the eneacting rules and Yoda’s is null not because of a clause but he went idle after his was enacted (I see that as passing victoy to someone else). Therefore we should let the nomic public decide who declares victory. If this CoJ passes, all DoV’s are nulled and Rodlen and Yoda shall state their case as to why the should be allowed to state victory.
I’m prob not the only one who has no clue how else to settle this.

The proposal “No, mr. Dynasty. I expect you to die.” was not enacted properly. According to the time stamps, the proposal was enacted just over 8 hours after it was proposed. Rule 1.5 Enactment states that a proposal may be enacted if “it has a number of FOR votes that exceed or equal Quorum, has been open for voting for at least 12 hours, and has not been vetoed or self-killed” (emphasis mine).
The proposal ”[Evil] Gifts From the Public Treasury” was enacted properly; therefore, I should be the new Emperor.
If the DoV “I have returned” passes, this CfJ does nothing. If the DoV “I have returned” fails and this CfJ passes, Yoda has achieved victory.

As a daily action, a Henchman may Tinker with the Doomsday Device by rolling DICE97. If the roll was lower than the number of existing entries describing parts of the Device, then the Henchman has accidentally activated the Device, and the Overlord will create an appropriate story post and poll as described in 2.10 Doomsday Device. If the roll was equal to that number of parts, then the Henchman has banged eir head and eir INT is decreased by 5. If the roll was greater than that number of parts, then lugging around those spaceship parts was a good work-out and the Henchman’s MS is increased by 1.

Create a new rule “Dueling” because we’re all girly men right now.
As a daily action, a Henchman may post a Duel Challenge in the Dueling Thread by announcing a target Henchman and a number of MS that is at stake, which must be lower than the lowest current unequipped MS of both Henchmen.
The target Henchman has 48 hours to Accept the challenge in the Dueling Thread, or the target loses 1 Standing.
If the Duel is Accepted, the target Henchman rolls D2. If 1 is rolled the challenger wins, if 2 is rolled the accepter wins.
After such roll, increase the MS of the winner by the stated stake, equally decrease the MS of the non-winner, and increase the Standing of the winner by 1.

Boons: A list of numerical modifiers and their asociated attributes. Whenever a Henchman joins an Event, if that event requires that Henchman’s attributes to be calculated, the henchman shall apply each of the modifiers from er weapon’s boon stat to their respective attributes, but only for the purpose of calculating those values (that is, no change is made to er GNDT attributes). Whenever an Event is resolved, if the resolver is required to caluculate the attributes of the Participants, for each Participant, the Resolver shall apply that Participant’s boon modifiers from any weapon e is using, but only for the purpose of calculating those values (that is, no change is made to the Participant’s GNDT attributes). If any of the items in the Boons list is not an attribute modifier, it is ignored. Modifiers shall always be applied from left to right.
Right now this version allows modifiers on joining and resolving, but does not allow any other actions tacked on to a weapon’s effects. If people want that, it should be a separate weapon stat.

Rewrite Rule “Weapons” so that it reads:
Weapons exist. The Storage Zone (SZ) wiki page is used to keep track of weapons, their stats, and whether we have them in stock or not. The stats for a weapon are:
Name: The name of the Weapon. No two weapons may have the same name. This stat is mandatory.
Requirements: A Henchman may not equip this Weapon if any of the statements on the Requirements section evaluate to false for that Henchman. If the requirements cannot be evaluated, e may not equip the Weapon. This stat is optional.
Power: A positive integer or a set of instructions to calculate such number. On the latter case, if an effect asks for a Weapon’s power, it will be the resulting integer after evaluation. If the instructions cannot be evaluated, its power is 1. This stat is optional.
Stock: Must either be “Yes†(the Weapon is in stock) or “No†(the Weapon is not on stock). This stat is always No if the Power of a weapon is not stated.A Weapon may be created or modified only through a successful proposal or within the Success clause of an Evil Operation.
Add the sub-rule “Weapon” to Rule “Attributes”
Weapon specifies what kind of Weapon the Henchman is using. The only legal values for this attribute are either “Unarmed†or any one of the Weapons listed in the Storage Zone that is currently in stock.
A Henchman may change er weapon as a daily action as long as e located on Antarctica, the Weapon is in stock, and all the Requirements of that Weapon evaluate to true for er (or if the Weapon is in stock but has no Requirements).
Of course, if this passes, some Weapons in the SZ may become invalid. I will fix that… later. With the new system, the idea is to use the power of a weapon for something. Perhaps Power + Ms = number of deaths?

Rewrite the second paragraph of the rule “Secret Agents” to read as follows:
Changes in bold.
For the next 24 hours after the post was created, any Henchman with at least 2 GL who is located on the continent stated may respond to it by making a comment including a DICEX roll where X is their INT + MS. If the result of the roll is less than 20, the Henchman fails to take down the Agent, loses 2 GL and is sent to Antarctica. If the result of the roll is 20 or greater, the Agent is taken down and no more comments are allowed on that story post, the Influence on that continent is increased by 6 and the Henchman who took the Agent down increases er Standing by the same amount.
Add 2 to Darknight’s Standing, and subtract 2 from Darknight’s GL.
We have got word that by capturing some Scientists, we can finish the Doomsday Device much faster. Thereby, I suggest we go forth and attempt to take the most Scientists we can back to Antarctica and make them submit to us for the great Overlord!
Requirements: Any Henchman in Europe may join this Operation.
Effects: Each henchman makes a Roll of DICEX where X is that Henchmans MS + GL, which represents the use of indiscriminate force to nab a Scientist and bring it back to our HQ. If that Henchman has moved back to Antarctica before the Operation is resolved and er roll was 10 or higher, that Henchman successfully caught a Scientist and brought it back. For each Scientist caught, the Mad Scientist’s number of members is reduced by one. If at least one scientist is captured, the operation succeeds, otherwise it fails.
Success: Each Henchman that caught a Scientist succesfully gets 1 FPT, 1 Standing and 1 GL. Europe’s Influence is increased by the total amount of captured Scientists. The Henchman that resolves this Operation may add three parts to the Doomsday Device per captured Scientist, but doesn’t get GL for doing so. If a Henchman included suggestions for Doomsday Device parts on their comments, those suggestions should be taken into consideration for adding.
Failure: Each Henchman gets beaten badly and we loose some reputation for not being able to fight physicists and math Professors. The Influence in Europe drops by 10 and the Overlord’s Standingdrops by the same amount. Each Henchman who joined loses 2 GL.

I want to propose something to make this Dynasty speed up, but wouldn’t want to try it out before knowing if others feel the same. If someone else wishes to beat me to it and propose something akin before I do, feel free. Things I think could help make the dynasty more dynamic:
+ Moving shouldn’t be a weekly action. Perhaps twice a week? Three times per week?
+ FFM should be worth more, perhaps 5 FFM = 1 FPT? Maybe not change is needed if the first point is fixed.
+ Adding parts to the Doomsday device faster.
+ Reworking the entire Weapon system to make Weapons simple but relevant to gameplay.
What do you think? What are our options?
Requirements: Any Henchman may join this operation.
Effects: Each henchman who joins the operation must include in their comment in which they join the operation whether to train the Spy in MS or INT. Each henchman may only choose one or the other, and no henchman may change their decision once it has been made. The Spy will, on resolving the operation, infilitrate the Elephant Culinary Artists’ HQ. To get in, the Spy will have to get a uniform, by attacking one of the wandering elephant explorers. The die roll for that is a roll of XDICE2 (Spy) versus a roll of 2DICE3 (Elephant), where X stands for the number of players who have trained the Spy in MS. If the result of the Spy’s roll is greater than the result of the Elephant’s roll, the Spy continues. The Spy then rolls to get the spices. Kame Numah has been organizing peace meetings among the African nations. He is trying to create a union of African nations in order to thwart our plans to take over Africa. He then hopes to extend this union to other continents so that they, too, can fight against our domination.

Create a new Sub-Rule “Attribute Checks” at the end of Rule “Attributes”:
An attribute check consists on a DICEX roll, where X is one specified attribute, like INT (INT Check) or MS (MS Check) of the Henchman doing the roll. If the result of the roll is 10 or greater, the check is considered successful. Otherwise, it is a fail. If a Check is specified to be Evil (Evil INT Check, Evil MS Check), the Henchman’s GL is added to X. If an Evil Check is performed on Evil Day, twice the GL is added instead. Whenever a Check is made, the Henchman who made the roll may add 1 to their FFM.
Hopefully this helps standardize the system, and add 2 to Arthexis’ GL.

Start the following evil Operation:
We have got word that by capturing some Scientists, we can finish the Doomsday Device much faster. Thereby, I suggest we go forth and attempt to take the most Scientists we can back to Antarctica and make them submit to us for the great Overlord!
Requirements: Any Henchman in Europe may join this Operation.
Effects: Each henchman makes a Roll of DICEX where X is that Henchmans MS + GL, which represents the use of indiscriminate force to nab a Scientist and bring it back to our HQ. If that Henchman has moved back to Antarctica before the Operation is resolved and er roll was 10 or higher, that Henchman successfully caught a Scientist and brought it back. For each Scientist caught, the Mad Scientist’s number of members is reduced by one. If at least one scientist is captured, the operation succeeds, otherwise it fails.
Success: Each Henchman that caught a Scientist succesfully gets 1 FPT, 1 Standing and 1 GL. Europe’s Influence is increased by the total amount of captured Scientists. The Henchman that resolves this Operation may add three parts to the Doomsday Device per captured Scientist, but doesn’t get GL for doing so. If a Henchman included suggestions for Doomsday Device parts on their comments, those suggestions should be taken into consideration for adding.Failure: Each Henchman gets beaten badly and we loose some reputation for not being able to fight physicists and math Professors. The Influence in Europe drops by 10 and the Overlord’s Standingdrops by the same amount. Each Henchman who joined loses 2 GL.

Start the following Evil Operation:
Requirements: Any Henchman with a GL of at least 1 may join this operation.
Effects: If the sum of all Henchman’s GL who join this operation equals or exceeds 100 minus the current influence in South America, this operation succeeds. Otherwise, it fails.
Success: All Henchmen who join this operation have their locations set to South America and receive 1 FFM. Then, roll a DICEX, where X is the sum of all the Henchman’s GL who joined this operation. The influence is South America is raised by the value of the DICEX roll. The rise in South America’s influence is then distributed evenly among all Henchmen who joined this operation, with any extra going to the Overlord.
Failure: Each Henchmen who joined this operation lose DICEY GL, where Y is their GL. Also, South America loses all influence and the Overlord loses an equal amount of standing.

Now that we have finally taken over Antarctica, the world leaders are paying more atention to us. It is important that we keep our eyes open on the lookuot for any sort of secret agent / renegade hero / clumsy spy that comes our way.
Create a new Rule, “Secret Agents”:
Once a week any Henchman not located on Antarctica may create a story post with “Alert!†at the start of its title. The post shall go on to describe the name and known traits of some secret government agent that has been sent in a futile attempt to weaken our organization. The post shall also include the continent where the Agent was spotted (and it has to match the location of the poster at the time of creating the post).
For the next 24 hours after the post was created, any Henchman with at least 2 Standing may respond to it by making a comment including a DICEX roll where X is their INT + MS. If the result of the roll is less than 20, the Henchman fails to take down the Agent, looses 2 standing and is sent to Antarctica. If the result of the roll is 20 or greater, the Agent is taken down and no more comments are allowed on that story post, the Influence on that continent is increased by 6 and the Henchman who took the Agent down increases er Standing by the same amount.
If an Agent cannot be taken down within 24 hours or if three Henchmen in a row fail to take the Agent down, the Agent succeeds in weakening the Overlord’s influence, reducing the Influence of that continent (the one specified in the story post) by 12, and reducing the Overlord’s standing by the same amount. After that point, no more comments are allowed in that post.
We shall not loose again!

If this proposal passes, I, Rodlen, shall become a Blognomic admin.
My reason for this request: I keep on seeing proposals that have passed quorum, and are needing to be activated. I would like to handle those proposals, as well as a few overtime proposals. I will check all proposals that have enough comments to possibly pass quorum, to find a pass or fail.

Add the following rule named “Global Networking”:
If the number of unique Locations of the Henchmen that vote FOR a passing Proposal is seven, then:
- Those Henchman that voted FOR that Proposal shall receive +7 Standing, and
- The Overlord gains +7 Influence on all continents where his influence is less than 80.
Additionally, on passing of this proposal, if at least seven Henchman vote FOR this Proposal and post their current Location, and all seven continents are represented in those FOR votes, then each voting Henchman receives +2 FPT, regardless of their vote.
